This report ful611s the monitoring requirements for Millstone Nuclear Power Station, NPDES i
Permit No. CT0003263, renewed December 14,1992.

' As requested in Form Letter, DEP to each NPDES facility, dated January 1,1988 (C01988), and l
recognizing DEP's requirement to submit data to EPA, NNECO will make every effort possibb
[
to submit the DMRs by the 20th of the month. However, in cases where the required data are not i
available, the DMRs will be submitted no later than the last day of the month in which they are i
due.
Resuhs and Discussions
]
l Results of the continuous, weekly and monthly monitoring programs are summarized on the DMR l
sheets attached. With the exception of hydrazine, ethanolamine and boron, all sampling and analyses were conducted in accordance with approved procedures set forth in EPA Publication 3
600/4-79-02. As the plant is unaware of an EPA approved method for analysis of hydrazine, boron, and ethanolamine, Northeast Nuclear Energy Company submitted its own procedures i
(D10309) for DEP approval on October 4,1996.
I The computerized data logging repon of the continuous monitoring program is included as Table 1 for each month. This report is inc!uded because it provides data for the daily range of pH, temperature and flow, a requirement of the NPDES permit. The DMR form does not have l
provisions for daily ranges. These data are computer-generated summaries of 15 minute sample j
averages.

j fgacIal Note - DMR Forms The DMR forms have some errors, omissions, and incorrect reporting requirements when 4
compred to the permit requirements. They are included and defined on Table 2.
DSN 001C Inline nH Monitor Out of Service
. During most of the month ofJanuary, the inline pH monitor was out of service. Accordingly, grab samples were taken every four hours throughout the period when the inline monitor was out of

service. The results of the grab samples are included in the attached Table 6.

On the dates listed below, wastewaters containing small amounts of hydrazine were detected in one of the High Level Waste Drains Tanks (HLWDT) associated with DSN 001C-2. Consistent with the manner in which similar wastewater was previously handled, and as described in i
correspondence (Dl%82 and D10715) to the Department, the wastewaters in the HLWDT were i
processed through the demitieralizers and filters associated with DSN 001C-2 prior to discharge from the Waste Test Tarks. These wastewaters met all limits associated with DSN 001C-2.
Further, no hydrazine above detectable limits (< 5 p >b) using spectrophotometry was found. The

dates and volumes discharged are provided below. These discharges were previously reported in writing (D10751) to the Depanment.

l' During this reporting period, a weekly DSN 001C-2 lithium sample was inadvenently discarded

prior to analysis being performed. This is noted in the DMR. Procedures and programs are being reviewed to preclude nussed analysis in the future.
Hydrnine Removal Prior to Dischargino DSN 001C-3 Wastewaters containing small amounts of hydrazine were detected in the Low Level Waste Drains Tank (LLWDT) associated with DSN 001C-3. This wastewater in the LLWDT was processed through filters associated with DSN 001C-3 and recirculated within the LLWDT to remove hydrazine to below detectable limits based on spectrophotometry (<5 ppb). These wastewaters met all limits associated with DSN 001C-3. The dates and' volumes discharged are provided below. These discharges were previously reported in writing (D10751) to the Department.

Diacharne of Unit 2 Ra=Mor Building Closed Cooling Water (RBCCW) Sumn Wastewater NNECO has previously reported (D10751) the discharge via DSN 001B-9 of certain wastewaters
'due to maintenance activities associated with the auxiliary heat exchangers at Unit 2. These activities included high pressure washing ("hydrolazing") of these systems using either demineralized or domestic water. Due to maintenance activities, the normal pathway (DSN 001B-5) could not be used, and these wastewaters were directed to the RBCCW sump and discharged from DSN 001B-9. Accordingly, on January 11,1997 Millstone Station discharged 2,744 gallons of wastewater which originated from hydrolazing the RBCCW heat exchangers.
Domineralized water was used. At the time of discharge, hydrazme was not detected (<350 ppb) using the titration method.
DSN 001 A Ouarterly Toxicity Test Circulator water flow was not available, therefore toxicity testing was not performed. When it does become available, toxicity testing will be performed.

Samples were taken for the quarterly toxicity test during this reporting period. The first sample was mvalid due to high control mortality for Mvsidonsis bahia. A resample was taken which had an 88% survival for Mvsidonsis bahia. A 90% survivalis required. Another sample was then taken which passed with 94% survival for Mvsidopsis bahia 4

Although a weekly sample taken for this discharge during a heavy rain event had a TSS of 57.4 ppm, TSS was subsequently resampled during a dry period because the permit proscribes that 4
monitoring weekly for total suspended solids and pH shall only include d weather flows". This 4
second weekly sample had a TSS concentration of 10.3 ppm. The first hi value is not believed j.
to be a permit exceedance, as sample conditions were not representative o permit requirements.
l DSN 016 A monthly TSS sample taken for this dischar ge had a concentration of 33.1 ppm. The cause for this high concentration is suspected to be cifficulties associated with accessing the' discharge
]
location for sampling. By way ofinformation, a second sample taken at another location for DSN 016 showed a TSS concentration of 2.1 ppm.
