Reference:

AECM-83/0236, 4/13/83 On April 12, 1983, Mississippi Power & Light Company notified Ms. L.

Watson, of your office, of a Reportable Deficiency at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns two (2) improperly routed Division 11 cables which were routed outside their scheduled conduit.

MP&L has evaluated this deficiency and determined that it is reportable under the provisions of 10CFR21 for Unit 1 and is not reportable for Unit 2.

Details are provided in our attached Final Report.

4. Nature of the deficiency ... and the safety hazard which ... could be created by such a deficiency ...:

A. Description of the Deficiency The deficiency concerns two (2) RHR 1BB61114A & C improperly routed Division II cables which were routed outside their scheduled conduit.

B. Analysis of Safety Implications The subject cables were not enclosed nor fireproofed as required -

for a. safe shutdown operation during a postulated fire.

. The deficiency, if lef t uncorrected, could prevent the Residual Heat Removal System (E12) from performing its intended safety function in the event of a design basis fire.

5. The date on which the ir formation of such deficiency ... was obtained.

Mississippi Power & Light received information of the deficiency on January 28, 1983. We reported the deficiency to Ms. L. Watson, of your office, as being reportable under the provisions of 10CFR21 for Unit 1 on April 12, 1983. An evaluation for Part 21 has been completed and the MP&L " Responsible Of ficer," Mr. J. P. McGaughy, Jr., has been notified.

In the case of the basic component ... the number and location of all such components.

We do not have knowledge of the location of defective equipment located ~

other than at GCNS.

7. The corrective action which has been taken .. . the name of the '

individual ... responsible for the action; and the length of time that has been . . . taken to complete the action.

A. Corrective Actions Taken (1) For Unit 1, a Design Change Package (DCP-83/3009) was issued to Maintenance Field Engineering to rework the cables on April 20, 1983.

(2) For Unit 2, the subject cables have not been installed to date and it is the intent to build Unit 2 in accordance with existing design, inspect the installation, routing and I termination of cables per the Construction Work Plan and Inspection Report, thus reducing the possibility of cables being improperly routed.
