Grand Gulf Nuclear Station (GGNS) Units 1 and 2 Port Gibson, Mississippi 39150 10CFR21 is not applicable for Unit 2 as the diesel generators have not been turned over to MP6L.

The diesel generators were manufactured by Transamerica Delavel, Inc. , Oakland California, and supplied to Grand Gulf by Bechtel Power Corporation, Gaithersburg, Maryland.

4. Nature of the deficiency .. . and the safety hazard which . . . could be created by such a deficiency . . . :

A. Description of the Deficiency The deficiency involves the flexible element used in the governor drive coupling on the diesel generators supplied by Transamerica Delaval. The flexible element material, an isoprene, was designed for atmospheric use and is not suitable for use in the high-temperature, oil atmosphere encountered in the engine's gear case.

The rubber deteriorates rapidly and will ultimately fail. This may induce sufficient f requency instability that would result in the engine tripping off-line.

B. Analysis of Safety Implications Failure of the governor drive coupling could result in the non-availability of the diesel generator. The diesel generators supply power to systems that are required to shutdown and cooldown the reactor and to maintain the reactor in this condition during a loss of off-site power.

5. The date on which the information of such deficiency ... was obtained.

Mississippi Power and Light received information of the deficiency on August 23, 1982. We reported the deficiency to Mr. F. Cantrell, of your of fice, as a Potentially Reportable Deficiency for GGNS Unit 2 on that date. An evaluation for Part 21 for GGNS Unit I has been completed and the MP&L " Responsible Of ficer," Mr. J. P. McGaugby, Jr. , has been notified.

6. In the case of the basic component ... the number and location of all such components.

There are two (2) diesel generators on each Unit at Grand Gulf for a total of four (4). Other locations of defective components were listed by 'Jransamerica Delaval in their notification letter to the NRC of June 23, 1982.

We do not have knowledge of the location of other defective equipment.

7. The corrective action which has been taken .. . the name of the individual

... responsible for the action; and the length of time that has been ...

taken to complete the action.

A. Corrective Actions Taken MP&L will implement the manufacturer's recommended corrective i action. The currently installed governor drive coupling flexible isoprene elements will be replaced with neoprene elements.

! Deficient spare parts that may presently be in stock will not be utilized.
