The enclosed Licensee Event Report (LER) 1986-073-00 is being submitted, pursuant to 10 - CFR 30.73 (a) (2) (1) (B) , regarding a condition identified in which the intent of a Wolf Creek Generating Station (WCGS) Technical

-Specification'was not met. The Containment Hydrogen Purge System (CHPS) was used as an alternate to. the Containment Mini-Purge System _ (CMPS) for pressure control, of the containment structure during normal, operations. This i substitution of system function was done under program and procedure. control,  ;

without adequately addressing all of the applicable testing requirements for WCGS Technical Specification 3.6.1.7, " Containment Ventilation System."

Attachment I to this letter identifies actions committed to by Wolf ' Creek Nuclear Operating Corporation in the' enclosed LER.
