b i SUPPLEMENTARY INFORMATION Report No. 50-302/82-50/0lT-0 Facility: Crystal River Unit 3 Report Date: August 13, 1982 Occurrence Date: July 30, 1982 Identification of Occurrence: Discovered that two motor control centers (MCC) are not designed to withstand a seismic event.

Conditions Prior to Occurrence: Mode 1 Power Operation (94% full power).

Description of Occurrence: At 1615 on July 30, 1982, Florida Power Corporation and our Architectural Engineer identified two motor control centers (MCC 3A and 3B) that were not seismically designed. Furthermore, they were located in a non-seismic structure (Turbine Building). The failure of these MCC's could be postulated to cause the inadvertent closure of four emergemcy feed-water valves (EFV-3, -4, -7 and -8) which would isolate the emergency feedwater pumps from both of the feedwater water sources (condensate storage tank and hotwell). This -ituation constitutes a condition not specifically considered in the safety analy33 report that requires remedial action to prevent the existance or development of an unsafe condition.

Decly.: tion of Apparent Cause: The Emergency Feedwater System was not designed to withstand seismic events. Recent changes in design philosophy require the system to have some measure of reliability even in such situations.

Preliminary reviews did not identify this area of deficiency.

Analysis of Occurrence: The emergency feedwater system has remained functional.

There was no effect upon the health or safety of the public.

Corrective Action: Power to the four valves was' removed after they were fixed in the onen position. Permanent resolution will be determined in conjunction with other generic concerns in this area.

Failure Data: This is the fourteenth report under this specification.
