Dear Sir:

The B&W Owners Group (BWOG) Mat'erials Committee submitted BAW-1543, Revision 3, " Master Integrated Reactor Vessel Surveillance Program (BWMISP)" . for NRC revit.w and approval .in its October 12, 1989 letter. BAW-1543 contai.1s a detailed description of . the BWMISP which- is the basis upon which the BWOG ~ participants . maintain compliance with 10 CFR 50 Appendices G & H.' Revision 3 reflects program changes and additional capsules required as a result of several new BWOG. participants. It also includes revised capsule .

withdrawal schedules at the host plants. '

crystal River Unit 3 (CR-3) is a host plant and has agreed to '

i-provide irradiation services for General Public Utilities (GPU),

Duke. Power Corporation (DPCo), and the BWOG as a whole. The CR-3

l. FSAR Section 4.4.5 references BAW-1543A which is BAW-1543, Revision ,

L ~ 2 as the governing document for the capsule withdrawal schedule at  !

- the plant.

A BWOG letter to the NRC dated January 10, 1990 informed the NRC

  • that-approval of BAW-1543, Revision 3 was necessary in February

, 1990 .to allow Toledo Edison Company's Davis-Besse Nuclear Generating Station, also a host plant, and CR-3 to proceed with  !

their outage plans. The NRC has provided approval of the capsule schedule outlined in BAW-1543, Revision 3 for Davis-Besse in a  ;

February 2, 1990 letter to Toledo Edison Company.

March 21, 1990 3F0390-17 Page 2 Florida Power Corporation requests approval of the capsule ,

withdrawal schedule which appears in Table 3-19 of BAW-1543, Revision 3 to allow CR-3's Refuel 7 outage plans to continue on j schedule. The specific changes which need NRC approval are as ,

follows:

1. Removal of OC3-D' The latest fluence calculations show this capsule has received a fluence equivalent to OC3's expected end of life and it should be removed for testing.
2. Removal of OC2-B This capsule does not contain any weld specimens and it ,

is not currently scheduled for testing. Its removal will allow insertion of a new BWOG capsult.

3. Removal & Reinsertior of TMI2-D This is a dummy capsule which is being moved to optimize the capsule shuffle.
4. Insertion of OC3-E This capsule is not scheduled for testing, but may be used for dosimetry evaluation if required.
5. Insertion of A2 & A4 These capsules are the new BWOG capsules which will be irradiated.
6. No Insertion of OC2-D This capsule will not be inserted until Cycle 10 and is not scheduled for testing. It may be used for dosimetry evaluation if required.

NRC approval is required prior to the surveillance capsule shuffle currently scheduled for April 22, 1990.
