This report was initiated by Incident Report 82-324.

CONDITIONS PRIOR TO OCCURRENCE:

1 l Mode 1 - Rx Power 100% - Unit Load 1115 MWe.

l DESCRIPTION OF OCCURRENCE:

} At 1110 hours0.0128 days <br />0.308 hours <br />0.00184 weeks <br />4.22355e-4 months <br />, September 30, 1982, during surveillance 1 testing, an operator observed that No. 1 Diesel Fire Pump would not start in the automatic mode of operation. The pump was declared in-operable, and Technical Specification Action Statement 3.7.10.la

i DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Investigation of the problem revealed that the Fire Suppression i System Header Low pressure switch had stuck. The switch auto-

, matically starts the pump when header pressure drops below 95 PSIG.

l The switch was freed and exercised several times, and the pump was satisfactorily tested; no other abnormalities were noted. No previous-failures of this type have occurred, and the event was attributed to an isolated malfunction of the pressure switch.

ANALYSIS OF OCCURRENCE:

The operability of the fire suppression systems ensures that adequate fire suppression capability is available to confine and extinguish fires occurring in any portion of the~ facility where safety related equipment is located. Due to redundancy in the fire suppression system, one pump being inoperable does not result in any loss of protection. As noted, No. 2 Fire Pump was operable and capable of' meeting system requirements in the event of a fire. Therefore, this occurrence involved no risk to the health and safety of the general public.

ANALYSIS OF OCCURRENCE: (continued)

The event constituted operation in a degraded mode' permitted by a limiting condition for operation, and is reportable in accordance with Technical Specification 6.9.1.9.b.

Action Statement 3.7.10.la requires:

With one pump and or water supply inoperable, restore the inoperable equipment to operable status within 7 days or, in lieu of any other report required by Specification 6.9.1, prepare and submit a special report to the Commission pursuant to Specification 6.9.2 within the next 30 days, outlining the plans and procedures to be used to provide for the loss of redundancy in this system.

CORRECTIVE ACTION As noted, the pressure switch was exercised and no further problems were noted. No. 1 Diesel Fire Pump was declared ouerable at 1450 hours0.0168 days <br />0.403 hours <br />0.0024 weeks <br />5.51725e-4 months <br />, September 30, 1982, and Action Statement 3.7.10.la was terminated. In view of the nature of the occurrence, no further action was deemed necessary.
