washington, DC 20555 Subjects Oyster Creek Nuclear Generating Station Operating License No. DPR-16 Docket No. 50-219 Two Control Rods Moving at one Time This letter responds to the Safety Evaluation (SE) by the office of Nuclear Reactor Regulation dated 10/2/90, related to the GPUN 1C CFR 50.59 review of two (2) control rode moving at one time. This event occurred on Docember 16, 1989 and was reported to the NRC via Licensee Event Report 89-025.

In their SE, the NRC concludes that GPUN's proposed reliance on a second licensed operator, to verify single rod eclection and movement, provides adequate protection to allow continued plant operation for the remainder of the current operating cycle. The ES further requires that the control selection circuitry for the control rode be modified at the next refueling outage (13R) to provide additional positive protection against withdrawal of two (2) control rods at one time.

During discussions with the NRC, following the referenced event, GPUN identified, proposed and described a plant modification it intended to implement which could greatly reduce the probability of simultaneous control rod withdrawal. This action was taken prior to and independently of the NRC imposition of the modification requirement identified in their SE.

The referenced modification will be listed in the Integrated Schedule as a "B" item. It is presently scheduled for installation during the upcoming 13R refueling outage.
