EMERGENCY PREPAREDNESS EXERCISE Please find enclosed two copies of the objectives and the sequence of events for the Maine Yankee emergency preparedness exercise scheduled for Wednesday,22 September 1999. The enclosed objectives and scenario outline, which are submitted in accordance with the recommended schedule in Exhibit 1 of Reference (b), are designed to demonstrate the major on-site emergency response elements for a defueled and permanently shut down plant.

The enclosed scenario has been developed to demonstrate the major aspects of the Maine Yankee Defueled Emergency Plan and its associated implementing procedures. No offsite objectives have been developed to this exercise, as no demonstration of offsite objectives by any offsite agency is necessary.

Nevertheless, the State of Maine is expected to participate to a limited extent.
