Dear Mr. Weber:

This let er submits for NRC approval the first of three planned reports that document the

final radiological condition of the Fort St. Vrain Generating Station (FSV), in support tof a forthcoming request for termination of 2SV 10 CFR Part 50 license. For the portions of the FSV facility covered by thi3 ,d Final Survey Report, Public Service Company of Colorado (PSCo) considers that, as required by 10 CFR 50.82(f):

L' .1. Ikcommissioning activities have been carried out in accordance with the approved p PSV Decommissioning Plan and decommissioning order, and

. 2. The attached report and associated documentation thoroughly demonstrate that the portions of the FSV facility and site covered by the report are suitable for r lease for unrestricted use.

Final survey activities were performed in accordance with the FSV Final Survey Plaa and

implementing procedures. - Survey measurements, instrumentation, personnel training, data analysis, quality control measurements, and documentation were all performed by our- decommissioning contractor, the Scientific Ecology Group, Inc. (SEG), in acconlance with approved program requirements.
To provide further confidence in the report results, PSCo performed significant quality  ;

assurance and oversight activities, including audits and monitorings of selected survey activities. 'Ihis effort involved field observaticas, calculation verifications, and document

- Page 2 l reviews. In addition, we retained a third party to perform independent verification .

surveys. The NRC Staff also performed on-site inspections with participation of the Oak l Ridge Institute for Science and Education (ORISE) to determine adequacy of final survey l activities. All of these efforts are documented in the attached report, as described below.

The first submittal of the FSV Final Survey Report covers all or parts of four of the ten survey groups (A through J) that have been established to organize the final Jurvey project. Survey results for each group are presented in Release Records, the format and 1

- contents of.which were approved by the NRC in an April 26,1996 letter (G-96065).

This first report submittal consists of five volumes, including the following:

'. Volume 1 Final Site Survey, Description and Results. This volume includes an overview of facility decommissioning and dismantlement activities, survey methodologies, and survey results. Volume 1 also includes two appendices: one describing PSCo's Final Site Survey Quality Assurance' and Oversight Activities, and one consisting of an Independent Verification Survey Report, documenting survey activities performed for PSCo by GPU Nuclear.

i Volume 2 Final Sn,rvey Report for Givup A. This volume contains a summary of survey results and the Release Records for Buildings and Areas Outside the Restricted Area. All 11 Group A Survey Areas are included.

l Volume 3 Final Survey Report for Group B. This volume contains a summary of survey results and the Release Records for Buildings and Areas Inside the Restricted Area. All 17 Group B Survey Areas are included.

Volume 4 Final Survey Report Jbr Group C. This volume contains a summary of survey results and the Release Records for portions of the Turbine Building. Release Records for 36 of the 57 Survey Areas for this Group are included. The remaining records will be included in a subsequent submittal.

Volume 5 Final Survey Report for Group D. This volume contains a summary of survey results and the Release Records for portions of Unaffected Plant Systems. Release Records for 8 of the 21 Survey Areas for this Group are included. The remaining records will be included in a subsequent submittal.
