Dear Mr. Weber:

l This letter describes for your information, Public Service Company of Colorado's (PSCo) actions to remove structures and equipment items from the Fort St. Vrain facility. These items are identified in the final survey program and their removal will make certain final survey measurement locations unavailable for further review. The items described in this letter include asbestos insulation from certain piping sections located in the turbine building, a temporary construction office and mobile rest room facility that had been installed for decommissioning workers, and the New Fuel Storage Building. These items and the impact on the final survey program are described as follows:

Asbestos Insu'ation Removal In Reference 1, PSCo described activities to remove portions of the control room as part of the Fort St. Vrain repowering project. The repowering project also involves connections to existing secondary piping systems, which requires the removal of asbestos 9608230259 960816 PDR ADOCK 05000267 P PDR

! containing thermal insulation from certain pipe sections. This insulation is being l removed as part of the same aMa* abatement effort currently in progress for the )

control room modifications, and its removal also removes certain final survey l i measurement locations.

j Four final survey areas are involved with insulation removal. Final survey efforts in j

! these survey areas are complete and the results were reported to the NRC in Reference j

2. A brief overview of the impact of insulation removal efforts is as follows:

l Survey Area C0007 Turbine Building I2 vel 5 - North General Area, structures and

equipment. This area was classified as unaffected, no remediation

! was performed, and the measurements were well below release

! criteria guideline values. Approximately 21 of the 90 measurement location labels are being removed with the insulation.

l

Survey Area C0021 Turbine Building Level 6 - Northwest General Area, structures and 1 equipment. This area was unaffected and all measurements were l well below release criteria guideline values. Some of the insulation in this area had been removed as contaminated.

Approximately 44 of the 127 measurement location labels are being removed with the insulation.

Survey Area C0023 Turbine Building Ixvel 6 - Northeast General Area, structures and equipment. This area was classified as unaffected, no remediation was performed, and the measurements were well below release criteria guideline values. Only 1 of the 31 measurement location labels is being removed with the insulation.

Survey Area C0060 Turbine Building levels 6 through 12 - Pipe Chase, structures and equipment. This area was classified as unaffected, no remediation was performed, and the measurements were well below release criteria guideline values. Three of the 95 measurement location labels are being removed with the insulation.

Construction Office and Mobile Rest Room Facility Removal In the early stages of decommissioning activities, PSCo's decommissioning contractor, the Westinghouse Team, installed a temporary construction office and a mobile rest. room facility on the turbine deck, to support their work force. These temporary structures were surveyed as part of the final survey effort and are included in Survey Area C0032.

The final survey report for this survey area will be provided for NRC approval with the last report submittal, currently scheduled for the end of September 1996.

l. Page 3 Survey Area C0032 was classified as affected, survey measurements were found to be l l well below release criteria guideline values, and no remedial actions were required.

A brief overview of these removal activities is as follows:

• The mobile rest room facility consisted of a trailer with wheels, and the entire trailer will be removed. All interior and exterior surfaces were surveyed and approximately 276 survey measurement location labels will be removed when the trailer is removed.

• The temporary construction office consisted of four plywood walls and a wooden framework, and has already been disassembled and removed from the turbine i deck. The turbine deck was the floor and there was no ceiling. All interior and exterior surfaces of the walls were surveyed and approximately 72 survey measurement location labels were removed with the temporary office.

• Survey measurement results for these locations will remain as part of the final data set and will be used for reporting purposes.

l New Fuel Storage Building i

The New Fuel Storage Building is a concrete building located east of the Reactor Building and just north of the repowering area. This building must be removed to allow excavation and installation of foundations for the heat recovery steam generator which is the second phase of the Fort St. Vrain repowering project. PSCo's contractor for repowering plans to install the foundation before the onset of harsh winter weather, and is planning to initiate demolition activities the week of September 3,1996.

The New Fuel Storage Building was used to store new unirradiated nuclear fuel during plant operations. During decommissioning, this building was used for storage of certain low level radioactive wastes and for various waste processing activities. The New Fuel Storage Building is included in final Survey Area 10012 which is classified as an affected structure, and adjacent open land areas will also be involved. Survey measurements are nearing completion and one area of elevated activity required remediation. An

independent survey of the area is being performed for PSCo by GPU Nuclear, and PSCo

will verify that all building surfaces are well below release criteria guideline values prior j to our authorization to procede with demolition. The demolished materials from the

{ building will be stored on-site; however, they will likely be located in a pile of rubble and may not be available for confirmatory urveys.

PSCo requests that the NRC advise us before September 3,1996, if you wish to perform l a confirmatory survey of any parts of the New Fuel Storage Building or surrounding areas, or if you wish to see specific final survey measurement results for this area.

1 Conclusion PSCo considers that the Release Records for the survey areas identified above will serve  ;

as complete documentation of the acceptable radiological condition of these areas. As j other significant configuration changes arise in the future in areas covered by the Fort -

St. Vrain Final Survey Program, we will submit written notification to you, for information.
