Enclosure 2 SUMMARY OF TELECONFERENCE SEABROOK STATION LICENSE RENEWAL APPLICATION REQUESTS FOR ADDITIONAL INFORMATION DECEMBER 6, 2016

The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of NextEra Energy Seabrook, LLC (NextEra or the applicant) held a teleconference on December 6, 2016, to discuss and clarify the following request for additional information (RAI) concerning the Seabrook Station license renewal application (LRA).

Draft RAI B.2.1.22-1a

Background:

As amended by letter dated April 5, 2011, LRA Section B.2.1.22 stated that two inspections will be conducted for copper alloy greater than 15 percent zinc components within the scope of the Buried Piping and Tanks Inspection program in each 10-year period starting 10 years prior to the period of extended operation. This statement was deleted by letter dated October7,2016, when the Buried Piping and Tanks Inspection program was replaced in response to the issuance of LR-ISG-2015-01, "Changes to Buried and Underground Piping and Tank Recommendations."

As amended by letter dated November 23, 2016, LRA Section B.2.1.22 Table 2 states that the number of inspections for in-scope copper alloy greater than 15 percent zinc piping is dependent on the effectiveness of the cathodic protection system (i.e., Inspection Categories C, E, and F are applicable).

As amended by letter dated November 23, 2016, the LRA Section B.2.1.22 "detection of aging effects" program element states "[t]here is no cathodic protection for in scope copper alloy

(>15% zinc) material as there are only in-scope components, not piping."

Issue: It is unclear to the staff if the number of inspections of copper alloy greater than 15 percent zinc components is dependent on the effectiveness of the cathodic protection system (as described in LRA Section B.2.1.22 Table 2), or if the number of inspections is not dependent on the effectiveness of the cathodic protection system (as described in the LRA Section B.2.1.22 "detection of aging effects" program element). The staff notes that the April 5, 2011, letter stated the number of inspections; however, this statement was deleted by the revised Buried Piping and Tanks Inspection program submitted by letters dated October 7, 2016, and November 23, 2016.

Request:

State the number and periodicity of planned inspections of copper alloy greater than 15 percent zinc (aluminum bronze) components within the scope of the Buried Piping and Tanks Inspection

program and revise the LRA as appropriate.

Enclosure 2 Discussion: Based on the discussion with the applicant, the NRC staff indicated that the response to this RAI requires clarification. The applicant agreed to clarify the information as a supplement to the application by January 10, 2017. The applicant clarified that the Buried Piping AMP will be revised to indicate that there is one copper valve that will be inspected twice every 10 years. Because the applicant agreed to supplement, this draft RAI was not issued as

final.
