OF APRIL 30, 2024, PRE-APPLICATION TELECONFERENCE WITH NEXTERA ENERGY SEABROOK, LLC, TO DISCUSS LICENSE AMENDMENT REQUEST RELATED TO SEABROOK'S PLANNED FALL 2024 OUTAGE (EPID L-2024-LRM-0065)

On April 30, 2024, an information public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Next Era Energy Seabrook, LLC, et al. (the licensee) via teleconference, Microsoft Teams. The purpose of the meeting was for the NRC staff and the licensee representatives to discuss the proposed license amendment request (LAR) to allow Seabrook to exit a planned Fall 2024 refueling outage (RFO) and conduct MODE 2 low-power physics testing concurrent with ongoing main generator breaker repair that would render one offsite AC power source inoperable. Upon completion of the low power physics testing, the unit would re-enter MODE 3 until the main generator breaker repair is completed and the affected offsite AC power source is restored to operability. The meeting notice is available in the Agencywide Documents Access and Managemen t System (ADAMS) at Accession No. ML24108A142. Enclosed is a list of attendees at the meeting.

During the meeting, the NRC and the licensee repr esentatives discussed information related to the proposed change to Technical Specification (TS) 3.8.1.1.a, A.C. Sources - Operating, would provide a one-time allowance to change plant modes from Cold Shutdown (MODE 5) to Startup (MODE 2) while one independent circuit between the offsite transmission network and the onsite Class 1E Distribution System is out of service. The NRC asked questions to gain an understanding of the intent and substance of the submittal affecting the change in technical specifications, The licensee presented information (ML24121A151) discussing the planned LAR. The licensees presentation detailed the proposed change and summarized the necessary reasons for the requested change. This meeting mainly discussed the licensees plans to revise the Technical Specification (TS) One-time TS 3.8.1.1.a Completion Time (CT) Extension from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 240 hours0.00278 days <br />0.0667 hours <br />3.968254e-4 weeks <br />9.132e-5 months <br />. The licensee plans to submit the LAR by May 10, 2024, for NRC approval targeted for September 30, 2024. If approved, the actions will be implemented during the fall 2024 refueling outage.
