Thisletterisprovidedinresponse'totheNRCstaff'sconcernsregarding theFireProtection ProgramatSusquehanna SES.Specifically, itaddresses theconcernsregarding thecriteriaforfireprotection ofsafeshutdownsystemswithinafirezonewhichdoesnotcomplywiththerequirements ofSectionIIIGandanalysisofassociated circuitswithinfirezonesoutsidethecontrolroom.Summaryreportsaddressing eachoftheseconcernsareattached.

PP&Lhasinitiated thedevelopment ofacomputerized AppendixRsafeshutdownanalysisprogram.Wewillcomparetheresultsfromthisprogramwiththeworkwhichwehavecompleted todate.Thisprogram,inadditiontogivingusafirmandauditable analysisbyshutdownpath,wouldalsoenhanceourabilitytomaintainourAppendixRcommitments andallowustoexpeditiously evaluatetheeffectsofplantchangeswithrespecttothesecommitments.

Wedonotanticipate significant changesintheinformation previously submitted toyou.Weexpectthiscomparison tobecompleted bytheFourthQuarter1986ortheFirstQuarter1987.Ifanyplantmodifications shouldbeidentified inthiscomparison process,wewilldiscusstheirimplementation schedulewithyou.Wewillmaintainourpreviously committed scheduleforcompleting thealreadyidentified plantmodifications.

1.0INTRODUCTION

Asaresultofauditsperformed inthefirstquarterof1985ontheFireProtection ProgramatSusquehanna SteamElectricStation(SSES),theNRC,inaletterdatedApril18,1985,issuedastatement oftheirconcernsrelatedtotheSSESFireProtection Program.Subsequently, PP&LissuedaletternumberedPLA-2482datedJune11,1985,whichdescribed eachoftheNRCconcernsanddelineated thedescription oftheconcern,adescription ofPP&L'smethodofresolution oftheNRCconcernandadescription ofPP&L'sdeliverables totheNRC.Alloftheseitemswerediscussed withandagreedtobytheNRCstaff.Theintentofthisreportistoprovidearesolution toConcern82,CriteriaforFireProtection ofSafeShutdownSystemsWithinaFireZoneWhichDoNotComplyWiththeRequirements ofSectionIII.G,byidentifying allapplicable deviation requests.

Justification isprovidedtoshowthatacommensurate levelofprotection hasbeenprovidedtoassuresafetyisachievedanddeviations from10CFR50,AppendixR,SectionIII.Gareacceptable.

2.0 METHODOLOGY

UTILIZEDPP&L,hasreviewedeachFireAreaidentified intheFireBarrierAnalysisandappliedthemethodology asdescribed below:a)Eachspecificrequirement of10CFR50,AppendixR,SectionIII.Gwasidentified.

b)Specificguidanceandinformation fromGenericLetters83-33,and85-01andInformation Notice84-09waslistedwiththeappropriate AppendixRrequirement.

c)Fireprotection featuresforeachfireareawhichcontainessential safeshutdownraceways, werecomparedtoeachAppendixRrequirement andrelatedguidanceinordertodetermine compliance.

H4.3Request/310concernsafutureplantmodification relatedtothefifthdieselgenerator installation whichwillbetransmitted separatefromthisresponse.

4.4AppendixAtothis'reportcontainstheremainder ofPP&L'sdeviation requests.

FireZones0-26Mand0-26Rcontained essential safeshutdownraceway.Theracewayseparation satisfytherequirements ofRegulatory Guide1.75.Thephysicalarrangement ofthecablechasesprecluded transient combustibles.

Thisconfiguration waspreviously

FireAreaCS-7containsaminorityessential raceway.Thelowcombustible loading,separation ofracewaysinaccordance withRegulatory Guide1.75,limitedspacefortransient combustibles, andfixedCOfiresuppression wasthepreviousjustification fornotproviding a1-hourfireratedbarrier.ThelossoftheminorityracewaywouldresultinthelossoftheDivisionISwitchgear CoolingFancontrolcircuit.Action:Thisfancanbestartedremotelyusingtheinterimprocedures providedasaresultofControlRoomFireAnalysiswhichwasourresponsetoNRCConcern84b.Therefore, adeviation requestwillnotbesubmitted, andthepermanent modification forthefancircuitsasoutlinedintheControlRoomAnalysisConcerni4bwillbe'mplemented toalsocorrectthisproblem.6.0MODIFICATIONS Theonlymodifications identified aretheracewayswhichrequireadditional wrappingandwereidentified inSection5.2.7.0SCHEDULEAnymodifications committed tointhisreportwillbeaccomplished inaccordance withthescheduleprovidedbelow.Thecommitment dateistiedtotheendofoutagereferenced.

TheNationalFireProtection Association "FireProtection Handbook" (14thedition,page7-64)states:"Inthegaugescommonlyused,somesheetmetalductsmayprotectanopeninginabuildingconstruction assemblyforupto1-hour,ifproperlyhungandadequately firestopped.Therefore, ductspassingthroughfirebarriershavingaratingofupto1-hourfireresistance canbeassumedtopresentnoextraordinary hazard.Ifthewall,partition, ceilingorfloorisrequiredtohaveafireresistance ratingofmorethan1-hour,afiredamperisrequired
