SUBJECT: SUMMARY OF DECEMBER 17, 2015, PUBLIC MEETING WITH DNC REGARDING A PROPOSED LICENSE AMENDMENT FOR THE MPS2 SPENT FUEL POOL HEAT LOAD ANALYSIS IN RESPONSE TO CONFIRMATORY ORDER EA-13-188 (TAC NO. MF7126)

On December 17, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Dominion Resources, Inc., et a (Dominion, the licensee) via teleconference at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Marylan The purpose of the teleconference was to discuss Dominion's plan to submit an application for license amendment to satisfy NRC Confirmatory Order IV.5., seeking NRC approval of the spent fuel pool (SFP) heat load analysis and associated changes to the Final Safety Analysis Report (FSAR). The licensee's presentation is found in the meeting slides at Agencywide Documents Access and Management System Accession No. ML15353A00 The licensee presented a summary of the following:

• The purpose of the license amendment request (LAR)

• The scope of LAR

• The licensee's current submittal schedule and NRC requested review schedule The licensee has determined that no changes to the Technical Specifications are require Specifically, the licensee will be submitting for approval the SFP heat load analyses and for the staff's information, TS Bases Section 3/4.9.3 and FSAR Section The proposed bases change is based on the TSs prior to the changes made by DNC under 10 CFR 50.5 The licensee stated that the changes would remove reference to the SFP decay heat load and is consistent with 10 CFR 50.36 and License Amendment Nos. 240 (approved February 10, 2000)and 315 (approved June 6, 2013).
