Jeff, Thanks for your reply. I agree that proposed amendment to TS 3.1.3.5 is a technical change and not administrative as the content of the TS limiting condition for operation (LCO), Actions and Surveillance requirements are being revised. The NRC staff considers the proposed change to TS 3.1.3.6 as administrative in nature in that it only revises the title of the TS requirement from Control Rod Insertion Limits," to "Control Bank Insertion Limits. The proposed revision to TS 3.1.3.6 does not change the technical content of LCO 3.1.3.6 for the rods (MPS3 TS page 3/4 1-27) or make any technical changes to the surveillance requirements governing the rods.

I appreciate your comments; it will be included for consideration in the staffs safety evaluation.

Rich, I have reviewed the DENC proposed LA. I do not have any technical concerns or questions; however, in my opinion the proposed changes to 3.1.3.5 And 3.1.3.6 from individual rods to banks is a technical change not an administrative one. It is not a clarification, but rather a change from verifying each rod to verifying the bank demand.

Hello Jeff, The NRC staff is preparing the subject Millstone Unit 3 license amendment for issuance. A brief description of the license amendment request is provided below. Additional information can be found in the licensees submittal which is also referenced below by ADAMS Accession number.

Please let me know if you have any comments or questions regarding this licensing action by January 20th if possible. The projected issuance of this license amendment is by early to mid-February 2022.

Millstone Power Station, Unit No. 3 (MPS3) - License Amendment to Clarify Shutdown Bank Technical Specification Requirements and Add Alternate Control Rod Position Monitoring Requirements

Brief Description of LAR:

The proposed license amendment would revise the MPS3 Technical Specification (TS) 3.1.3.2 to provide an alternative monitoring option for the condition where a maximum of one digital rod position indicator per bank is inoperable. Specifically, as an alternative to determining the position of the non-indicating rod(s) indirectly by the movable in-core detectors at a frequency of once per 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />, the change would allow rod position verification to be performed based on the occurrence of rod movement or power level change. This proposed revision is consistent with Technical Specification Task Force Traveler 547, Revision 1 (ADAMS Accession No. ML15365A610), and would provide alternate TS Actions to allow the position of the rod to be monitored by a means other than movable incore detectors. The proposed amendment would also revise TS 3.1.3.5 to replace shutdown "rods" with shutdown "banks," consistent with wording in the Standard TSs for Westinghouse Plants as provided in NUREG-1431, Revision 4 (ADAMS Accession No. ML12100A222). Finally, the proposed amendment would include administrative changes to revise the title of TS 3.1.3.6, to reflect that the requirements apply to control "banks," and modify TS 6.9.1.6.a and TS 6.9.1.6.b to cite the revised titles of TS 3.1.3.5 and TS 3.1.3.6.
