By letter dated February 11, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21042B320), as supplemented by letters dated May 13, 2021 (ADAMS Accession No. ML21133A284) and September 15, 2021 (ADAMS Accession No. ML21259A079), Dominion Energy submitted a request for review and approval of Appendix E to Topical Report DOM-NAF-2-A, Reactor Core Thermal-Hydraulics Using the VIPRE-D Computer Code.
The U.S. Nuclear Regulatory Commission (NRC) staff has determined that a regulatory audit is appropriate to support its review of the topical report. The audit will be conducted via online access to non-docketed information to determine what additional information may need to be docketed to support completion of the NRC staff review. The enclosed audit plan addresses the request for online access to documents. Any audit information the NRC staff determines to be necessary to support the development of the NRC staffs review will be requested to be submitted on the docket.

APPENDIX E TO FLEET REPORT DOM-NAF-2, QUALIFICATION OF THE FRAMATOME
BWU-I CHF CORRELATION IN THE DOMINION ENERGY VIPRE-D COMPUTER CODE
BACKGROUND
By letter dated February 11, 2021 (Agencywide Documents Access Management System Accession No. ML21042B321), Dominion Energy submitted a request for review and approval of Appendix E to Fleet Report DOM-NAF-2, Qualification of the Framatome BWU-I CHF Correlation in the Dominion Energy VIPRE-D Computer Code. Dominion supplemented its request by letters dated May 13, 2021 (ADAMS Accession No. ML21133A284) and September 15, 2021 (ADAMS Accession No. ML21259A079).
REGULATORY AUDIT BASIS
Audits for understanding are a tool that the NRC staff has used early in the review process to more effectively and efficiently understand the material which has been submitted for review.
While they are an optional tool, they have been found to greatly reduce the number of RAIs and total number of hours necessary in performing the review and are generally seen by both the NRC staff and the applicant or licensee as a large efficiency gain. This audit will be conducted in accordance with NRR Office Instruction LIC-111, Regulatory Audits, Revision 1, dated October 2019 (ADAMS Accession No. ML19226A274), with exceptions noted within this audit plan.
REGULATORY AUDIT SCOPE
The NRC staff will conduct a one-day virtual audit. The audit will focus on two issues:
(1) Dominion Energy identified a recent correction to the material they had previously submitted. The NRC staff would like better understand the detailed calculations, analyses, and bases for this correction as well as information that is expected to be provided in the updated information.
(2) Data used to support the licensees response to RAI-03, subject to possible withholding under 10 CFR 2.390 as proprietary information
INFORMATION AND OTHER MATERIAL NECESSARY FOR THE REGULATORY AUDIT
The NRC staff would like Dominion Energy to make available the appropriate staff with knowledge of Appendix E to Fleet Report DOM-NAF-2, Qualification of the Framatome BWU -I CHF Correlation in the Dominion Energy VIPRE-D Computer Code who can address any comprehension questions by the NRC staff as well make available any references those staff deem appropriate.

Audit Dates: December 2021, as supported by participant schedules
Dominion Energy is requested to provide the necessary documents and relevant staff who can discuss the issue. If necessary, an electronic reading room could be used for sharing necessary references ahead of time and during the audit. If provided, any electronic reading rooms should restrict NRC staff access to viewing only (i.e., disable download and printing capability).
DELIVERABLES
The NRC staff will develop any RAIs, as needed, via NRR Office Instruction LIC-115 and issue such RAIs separately from audit-related correspondence. A regulatory audit summary will be provided within 90 days of the completion of the audit.
