DOCKET .NCS. 50-445 AND 50-446 COMMENTS ON SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

By letter dated July 23, 1993, the Nuclear Regulatory Commission (NRC) )

transmitted the Systematic Assessment of Licensee Performance (SALP) Report This l for Comanche Peak Steam Electric Station (CPSES) to TU Electric.

report documented the staff's assessment of the perfornance of TU Electric with regard to CPSES during the period February 3,1992, through l May 29. 1993.

The staff concluded that TU Electric's safety performance at Comancne Peak was good and improvement was noted in certain programs. The staff found noteworthy the concurrent completion of preoperational testing on Unit 2 while undertaking a refueling outage on Unit 1. Also noteworthy was the continued strong performance in the areas of Emergency Preparedness and Engineering / Technical Support, which reflected strong management involvement and safety perspective.

A decline in performance was noted in some functional areas and c1 going problems were noted in others. Strong management support for plant activities was evident; however, weaknesses in the implementation of certain programs and a failure at times to ensure that performance expectations were noted. The staff recommended the following actions: 1) continue to emphasize the implementation of the corrective actions initiated to enhance personnel performance and further reduce personnel errors in the areas of operations and surveillance testing, 2) provide increased management oversight of the contrattor guard force, and 3) strengthen the implementation of the corrective action process and the response to self-identified issues.

TU Electric has carefully reviewed and evaluated the information contained in the SALP Report and, as stated at the meeting of August 18. 1993, finds it to be accurate and agrees with the overall conclusions and TU Electric is initiating actions in recommendations contained therein.
