SAFETY EVALUATION AND REQUEST FOR PROGRAM REVISION REGARDING THE INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES AT THE BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 (TAC NOS. M84494, M84495, AND M84496)

By letter dated August 31, 1992, the Tennessee Valley Authority (TVA) submitted the inservice testing (IST) program for pumps and valves at the Browns Ferry Nuclear Plant (BFN) Units 1, 2, and 3. This submittal provided the updated IST program for the second 10-year inspection interval. TVA provided additional information on this program in a letter dated March 19, 1993.

The NRC staff, with the assistance of its contractor, EG&G Idaho, Inc., has reviewed information concerning the TVA IST program relief requests submitted for BFN. This review is documented in the enclosed safety evaluation, which includes the EG&G Technical Evaluation Report (TER). The NRC staff adopts the evaluations and accepts the recommendations contained in the TER. The enclosed table, " Summary of Relief Requests," provides the status of the relief requests. The granting of relief or authorization of alternatives is based upon the fulfillment of any commitments made by the licensee in the basis for each relief request and the alternatives proposed.

The staff is granting relief from certain testing requirements that are impractical to perform and authorizing proposed alternatives where compliance would result in a hardship without a compensating increase in safety, or where the alternative testing provides an acceptable level of quality and safety.

To implement these relief requests, TVA is requested to update the BFN IST program to address eleven anomalies identified in Appendix A of the TER (Items 1, and 3 through 12), and to make the appropriate procedural or program changes to resolve these issues. TVA should also acknowledge understanding of any conditions for acceptance as noted in the TER. The staff also requests that the interval dates be indicated in the IST program description. The staff requests that TVA provide this updated program for review within 1 year, or by the end of the next refueling outage, whichever is later.

Dr. Mark 0. Medford Program changes involving new or revised requests for relief or authorization of alternatives should consider anomaly number 2 in Appendix A of the TER and should not be implemented prior to approval by the NRC. New or revised requests that meet the positions in GL 89-04, Attachment 1, should be submitted to the NRC, but can be implemented provided the guidance in GL 89-04, Section D, is followed. Program changes that add or delete components from the IST program should also be provided to the NRC.

The scope of detailed review was limited to relief requests and cold shutdown justifications submitted in TVA's IST program. The review performed by the staff was not intended to ensure that all of the appropriate components were included in the TVA's IST program, or that all testing is appropriately performed. Rather, these areas are subject to periodic NRC inspection.
