Generic Letter 88-12 dated August 2, 1988, "Removal of Fire Protection Requirements from Technical Specifications" The purpose of this letter is to withdraw the request to delete TS definition NN and subparagraphs 1 and 2 from the Unit 2 TS as described in the letter issued to NRC on April 13, 1992.
On April 13,
- 1992, TVA provided the staff with a request for amendment to licenses DPR-33, DPR-52, and DPR-68 to change BFN TS for Units 1, 2, and 3.
The proposed change was to replace the current license condition for Units 1
and 2 with the Units 1, 2, and 3 Fire Protection Report standard license condition.
The proposed change relocated the fire protection systems and fire brigade staffing requirements for TS, deleted TS definition NN, and added the administrative controls of..Fire Protection Report to TS to implement the license condition.

U.S. Nuclear Regulatory Commission March 19, 1993 In the letter issued April 13,
- 1992, TVA requested NRC to delete definition NN in its entirety.
As a result of discussions held with NRC on March 15, 1993, TVA agreed to withdraw the request to delete the definition and continue to implement definition NN, and subparagraphs 1 and 2 in the Unit 2 TS.
Enclosure 2 of the April 13, 1992 letter deleted license condition 2.C.5.a therefore, subparagraph 3 of the definition is no longer applicable and will remain deleted.
Furthermore, TVA will add the definition to the Unit 1 and 3
TS prior to their respective restart.
In a letter submitted on January 15,
- 1992, and in the April 13, 1992 letter, TVA stated the Fire Protection Report (FPR) reflected the fire protection programs for Units 1, 2, and 3 and the Unit 2 Appendix R Safe Shutdown.
The report consists of Units 1, 2, and 3, Fire Protection Plan, Unit 2 Fire Hazards Analysis, Safe Shutdown Analysis, and Appendix R Safe Shutdown Program.
On December 15, 1992, TVA submitted to the staff the Unit 3 Appendix R Safe Shutdown program for review and approval. This submittal was an updated FPR reflecting a combined Unit 2 and 3 Appendix R Safe Shutdown.
Additionally, TVA has committed to issue a Unit 1 Appendix R Safe Shutdown submittal prior to that unit's startup.
In the discussions held on March 15, 1992, NRC stated that they will issue a
Safety Evaluation Report reflecting relocation of the fire protection TS requirements, relocation of the fire brigade staffing requirements from TS and the addition of administrative controls of the Fire Protection Report for Units 1, 2, and 3, to TS and issue the Fire Protection Report standard license condition reflecting Unit 2 only Appendix R Safe Shutdown.
Additionally, prior to each respective units startup, TVA will update the license condition to reflect a multi-unit Appendix R Safe Shutdown Program as Units 1 and 3
Appendix R Safe Shutdown Programs are approved by the staff.
