Dear Mr. Mass:

In accordance with your application dated August 22,1996, and supplementary information -

dated January 27, March 7, May 1 and 21, September 9, November 10, and December 2,

. 1997; and February 2 and 6,1998, and pursuant to Part 70 of Title 10 of the Code of Federal

. Regulations, Special Nuclear Material License SNM-1227 is hereby amended to authorize low

, level radioactive' waste (LLRW) shredding and uranium recovery from LLRW in a modular unit.

L Accordingly, Safety Condition S-1 is modified to include the dates of August 22,1996 and

> February 6,1998, in addition, the license is amended to include the following condition:

S-4 The licensee shall not process alcohol rags through the Modular Extraction / Recovery Facility.

All other conditions of this license shall remain the same.

Endlosed are copies of the revised Materials License SNM-1227 and the Safety Evaluation Report, which includes the categorical exclusion determination.
