Gentlemen:

The above referenced letter submitted a Technical Specification amendment request to modify certain 18-month diesel generator surveillance requirements. The request was to allow for certain surveillance requirements currently required to be done during an outage, P.o be performed during power operation. Our basis for this request was that this would allow for greater scheduling flexibility with no impact on the safe operation of the unit.

On August 15 and 20, 1991, conference calls were held between representatives of Duke Power Company and the NRC to discuss the subject amendment request. The NRC expressed a number of concerns regarding the propo,-ed amendment request. The proposed changes and our basis for those changes, as well as some other concerns that we have with diesel generator testing were also discussed. These conversations have been very beneficial ir our understanding of the staff's concerns with our proposed Technical Specification amendment request and in the testing of diesel generators, in general.

Technical Specifications changes provided by our February 10, 1989 letter is superseded in its entirety by the proposed revisions provided by this letter. ,

Briefly, the changes provided by this letter fall into three categories:

1) The change is similar to what was provided by the February 10, 1989 submittal and no additional justification is required.
2) The change is similar to what was provided by the February 10, 1989 submittal, and additional justification is required.
3) The February 10, 1989 change has been withdrawn and is not included with this letter.

Attachment 2 provides a discussion of the changes, as well as the justification for the changes.
