Response to NRC's Request for Additional Information dated December 12,1996 The University of Missouri Research Reactor (MURR) provides the following responses to the Nuclear Regulatory Commission letter of December 12,1996, requesting additional information required to evaluate our license amendment request dated October 29,1996.

1. You requested a change in your technical specifications (TSs) to allow the Reactor Advisory Committee to be appointed by and report to the Office of the  !

Provost instead of the Chancellor. Please provide a discussion thatjustifies this change. >

The University of Missouri administration above the Facility Director is I becoming more involved in the decisions about MURR's future as the University prepares for relicensing the MURR in 2001. The increased interest in MURR and  ;

the unique research capabilities it provides the University have become a focus of MU Campus administration. An administrator reporting to the Office of the Provost has provided immediate oversight to MURR since the reactor was shifted j to MU Campus responsibility in 1989. I The Provost has recently decided to play a more active role in the operation of  :

the MURR and the research it supports. The request to have MURR report to an l Associate Provost rather than a vice provost is evident of the Provost's desire to i provide closer administrative oversight of MURR activities, both licensed and i unlicensed. This office approves MURR personnel and budget decisions.

The request by the Provost to appoint the Reactor Advisory Committee and have them report.to his office is further evidence of the Provost wanting to increase his office's involvement in the management oversight of MURR activities.

This request is consistent with the ANSI /ANS-15.1, Development of Technical Specifications for Research Reactors, guidance that the review and audit 1

committee appointed to advise reactor management be appointed by and report to Level 1 management. Level 1 management is shown in ANSI /ANS-15.1, Figure 1 Organizational Chart as the management 16 vel to which the Facility Director i reports. In MURR's case, this is the Office of the Provost.

This request was reviewed by the Reactor Advisory Committee at the December 13,1996 meeting. The license amendment request had been previously reviewed and approved by the Reactor Safety Subcommittee prior to the original submittal request on October 29,1996.

2. Please add a legend to Figure 6.0 that defines the meaning of solid and dotted lines between organizational units.

A legend defining the meaning of the solid and dotted lines between the 1

organizational units has been added to Figure 6.0 (enclosed). This legend follows the guidance of ANSI /ANS-15.1, Section 6, Administrative Controls.

3. - As part of thejustifica: ion for removing the position from the MURR organizational chart, you state that the University Radiation Safety Officer no longer has responsibility for radioactive materials at the MURR. Is this also true for the Vice President for Academic Affairs? '

The Vice President for Academic Affairs, lilre the University of Missouri Columbia Campus RSO, no longer has responsibility for use of radioactive materials at MURR.

4. You have made several changes to Figure 6.0 that are not discussed in the application amendment. The title " Board of Curators of the University of Missouri" is changed to " Board of Curators for the University of Missouri,"

the title " Reactor Facility Director" is change to " Reactor Center Director,"

and the title of"Vice President for Administrative Affairs"is removed from the organizational chart. Please provide a discussion of the justification for these change ifyou desire to make them.

A revised Figure 6.0 is enclosed that retains the previous titles of the Board of Curators and the Facility Director. We do not wish to make changes to these titles at this time.

The title "Vice President for Administrative Affairs" should be removed from the Organization Chart. This position in our current Technical Specifications is not in the direct line oflicense responsibility for the reactor. This title was previously included on the request for our current organizational structure for illustrative purposes only.

The Reactor Advisory Committee and its subcommittees are to maintain minutes of meetings in which the items considered and the committees recommendations are recorded. Independent actions of the subcommittees are to be reviewed by the parent committee at the next regular meeting. A quorum of the committee or the subcommittees consisting of at least fifty percent of the appointed members must be present at any meeting to conduct the business of the committee, or subcommittee.

The Reactor Advisory Committee shall meet at least once during each calendar quarter.

4 A meeting of a subcommittee shall not be deemed to satisfy the requirement of the parent committee meeting at least once during each calendar quarter.

e. Any additions, modifications or maintenance to the systems described in these specifications shall be made and tested in accordance with specifications to which the system was originally designed and fabricated or to specifications approved by the U.S. Nuclear Regulatory Commission.
f. Following a favorable review by the U.S. Nuclear Regulatory Commission, the Reactor Advisory Committee, or the Reactor Facility Management as appropriate and prior to conducting any experiment, the Reactor Manager shall sign an authorizing form which contains the basis for the favorable review.
