SUBJECT:

CRITICALITY SAFETY PROGRAM UPDATE PLAN AND SCHEDULE (TAC N0. L30911)

Dear Mr. Sharkey:

This acknowledges receipt of your letter of September 20, 1996, transmitting Combustion Engineering's (CE) plan and schedule for Criticality Safety Program Update (CSPU). CE indicated that subsequent to the findings from their self assessment program and the investigation of a recent reportable event under NRC Bulletin 91-01 coupled with the findings of the June 1996 NRC Criticality Safety Inspection, CE has determined that their Criticality Safety Program should be further strengthened.

We have reviewed your CSPU, which reinforces the discussions from our meeting on August 14, 1996. NRC staff believes that CE's action to implement the CSPU is a positive move in the enhancement of their safety program. We are expecting to receive your quarterly program report as you have committed in the CSPU.

If you have any questions, regarding this matter, please call Sean Soong of my ,

staff at (301) 415-8155 or Michael Tokar on (301) 415-7251.
