1. Letter NLS980170 to Document Control Desk (USNRC) from J. H. Swailes (NPPD) dated October 19,1998, " Core Operating Limits Report, Cooper Nuclear Station, NRC Docket No. 50-298, DPR-46."

Gentlemen:

By letter dated October 19,1998 (Reference 1), the Nebraska Public Power District (District) '.

submitted the Core Operating Limits Report (COLR) for Cycle 19 operation at the Cooper Nuclear Station. The District has discovered that the COLR submitted with Reference 1 contains the incorrect maximum average planar linear heat generation rate curves specified in Figures 1 to 4. Also, in Section 2.1, " Rod Block Monitor Upscale Set Point,"(IPSP5P511 PSP) and (IIPSPsP) should have read as (IPSP<PsilPSP) and (HPSP<P), respectively. The District has //

updated Section 2.4," Minimum Critical Power Ratio Limits," to include a discussion of single /r recirculation loop operation, turbine bypass system response, and scram time dependent minimum critical power ratio. Accordingly, the revised COLR is being submitted as an attachment. In accordance with 10 CFR 50.4 (b)(1), we are also transmitting a copy of this revised COLR to the Regional Office and to the NRC Resident inspector.
