PILGRIM STATUS REPORT FOR THE PERIOD JANUARY 1-15, 1988 Enclosed is the Pilgrim bi weekly status report from the NRC Resident Office at Pilgrim. Three resident inspectors monitored activities at the plant during the report period. Dr. Thomas E. Murley, Director, Of fice of Nuclear Reacter Regulation (NRR), toured the station with the resident inspectors on January 7, 1988. Also on that date, the Regional Administrater of NRC Region I along with other senior management representatives from both NRC Region I and NRR were onsite and met with the resident inspectors.

1. 0 Plant Status i

As of 8:00 a.m. on January 15, 1988, the reactor was in uld shutdown mode <

with moderator temperature about 95 degrees Fahrenheit. t i 2.0 Facility Operations Summary -

The plant has been shutdown for maintenance and to make program improve-ments since April 12, 1986. The reactor core was completely defueled on February 13, 1987 to facilitate extensive maintenance and modification of 4 plant equipment. The licensee completed fuel reload on October 14, 1987.

Reinstallation of the reactor vessel internal components and the vessel ,

head was followed by completion of the reactor vessel hydrostatic test. [

The primary containment integrated laak rate test was also ccepleted duc-

ing the week of December 21, 1987.  ;
During this report period, the licensee continued with the post modifica- '

tion / maintenance testing of plant equipment including Uie third emergency diesel generator, i i '

3.0 Items of Specific Interest U.S. Senate Committee Hearing on dilgrim Restart i

! On January 7,1968, a hearing, conducted by Senator Edward M. Kennedy,

! Chairman of the U.S. Senate Labor and Human Resources Committee, was held l concerning the planned Restart of the Pilgrim Nuclear Power Station and  :

! its potential impact on the public health. The hearing was held at the .

j Plymouth North High School in Plymouth, Massachusatts at 7:00 p.m. The  !

! hearing lasted approximately four and one half hours. Dr. Thomas E. Murley, j i Director, Nuclear Reactor Regulation (NRR) and Mr. William T. Russell, Regional Administrator, Region I, testified at the hearing to represent

. NRC. A panel of private citizens, a panel of public interest groups, a panel of representatives of the Commonwealth of Massachusetts and the i l Federal Emergency Management Agency also testified at the hearing.

NRC Restart Assessment Panel Meeting On January 8,1988, members of NRC management from Region I and NRR were  ;

4.0 Emergency Notificatien System (ENS) Report During this period, the licensee made one report to the NRC pursuant to  !

l On January 6,1988, at 2:50 p.m. , a primary containment isolation t system (PCIS) electrical relay coil failed creating a fault and resulting in blown logic power fuses. The de-energization of this portion of the PCIS logic caused a partial primary containment isola-

) tion along with a reactor building isolation and start of the "B" i Standby Gas Treatment system. The licensee replaced the defective 1 relay coil and the fuses. A similar failure of a PCIS relay occurred on November 24, 1987. The licensee has evaluated the previous relay failure and is implementing corrective actions. The licensee's i evaluation and corrective actions are described in inspection report 50-293/87-50.

The PCIS is a safety system which initiates automatic isolation of  !'

appropriate pipelines to provide timely protection against the

. release of radioactive materials from the fu?l, nuclear system l process barrier and from the primary containment doring a postulated i accident condition. The PCIS automatically initiates when monitored '

l variables exceed preselected operational limits.

I 6.0 NRC Plans Public Meetings on Boston Edison Restart Plan ,

l j On January 4,1988, NRC Region I received from Boston Edison, the Pilgrim '

Radiological Action Plan (RAP), which describes radiological improvement

' efforts. A status summary of the RAP activities was also submitted. This l status summary constitutes Appendix 7 of the licensee's Pilgrim Restart l l Plan. With the receipt of Appendix 7, NRC has now received all sections  ;

I of the Pilgrim Restart Plan and is now reviewing the plan for adequacy.

! As part of its review, NRC plans to solicit via one or more public meetings, public comments on the plan. The public comments will be  ;

considered by NRC in its review of the Plan and its planning for Re tart ,

Readiness inspections. More details will be provided later v',a a News i

Release.

i i To facilitate public review of the Pilgrim Restart Plan, NRC has mailed l

. copies of the Plan, including the recently received Appendix 7, to I public libraries in Plymouth, Duxbury, Wareham, Carver, Kingston, l Plympton, and Marshfield.
