pilgrim Status Report for the Period June 17-30, 1989 1.0 Plant Status As of 8:00 a.m. on June 30, 1989, the reactor was in hot standby with reactor pressure at 340 psig and moderator temperature at 425 degrees F.

2.0 Power Ascension Test Program Status The plant was this report operating at approx ~imately 25% power at the beginning of period.

On June 26, 1989, Mr. William T. Russell, Regional Administrator for Region I, approved the NRC Restart Assessment Panel's recommendation to release the licensee from the third NRC approval point (25% of rated power) in the licensee's Power Ascension Test Program. The program includes NRC approval points at 5%, 25%, 50% and 75% of full power and both a licensee written report and NRC review after completion of testing at full power.

The NRC Restart Assessment Panel recommends to the Regional Administrator when the plant is ready to be released from each approval point.

At 9:45 p.m. on June 26, 1989, after NRC release from the approval point, the licensee raised reactor power to 35% in order to continue with their Power Ascension Test Program.

The licensee successfully completed the first phase (reactor scram to hot standby)

June of the shutdown from outside the control room (SDOCR) test on 29, 1989. The purpose of the test was to: 1) demonstrate that the reactor cm be safely shutdown from outside the main contr,1 room;

2) demonstrate that the procedures used in performing the SDOCR were suf-ficiently clear and comprehensive; and 3) demonstrate that a sufficient number of personnel were available to perform the many actions required by the procedure in a timely, coordinated manner. The hot standby demonstra-tion involved shutdown of the reactor from approximately 25% power and subsequent maintenance of the hot standby condition. Detailed flRC review of this test and licensee actions will be documented in NRC Inspection Report 50-293/89-07.

The plant was maintained in hot standby for the remainder of this report period.

Control rod scram time testing and reactor engineering tests are also scheduled during this phase.

e Enclosure 2 3.0 Items of Special Interest Enforcement Conference An Enforcement Conference to discuss the Augmented Inspection Team's (AIT) findings regarding the April 12, 1989, Reactor Core Isolation Cooling j

-(RCIC) system piping pressurization event was held on June 19, 1989, in the NRC. Region I Office in King of Prussia, Pennsylvania. The NRC Staff had previously verified the licensee's implementation of corrective actions in response to the findings prior to plant startup on i

April 28, 1989. NRC Region I issued the AIT's evaluation of the RCIC event in NRC Inspection Report 50-293/89-80 dated May 8, 1989.

Licensee Meeting with NRC Region I On Jnne 27, 1989, the licensee met with the NRC in the Region I Office in King, of Prussia, Pennsylvania to discuss licensee Health Physics Program improvements. This meeting was open for publi: observation.

L_icersee Personnel Change The licensee announced that the Radiological Section Manager, Mr. Jeff Jens, will leave Boston Edison Company on June 30, 1989.

Mr. Nick DiMascio, formerly the Radiological Controls Manager at the Shoreham Nuclear Power Station has assumed the responsibilities of Radio-logical Section Manager.

4.0 Emergency Notification System (ENS) Reports On June 19, 1989, an individual scaled the outer perimeter fence around the plant, and chained himself to the outside of the protected area fence.

The individual did not enter the plant protected area. Plymouth police responded and the individual was arrested for trespassing. Licensee secur-ity response was prompt. The licensee notified the NRC via ENS. Detailed NRC review of this event will be documented in NRC Inspection Report 50-293/89-07.

5.0 Pilgrim Restart Staff Activities The Pilgrim Restart Staf f was in extended shift coverage at the beginning '

of this report period, consistent with reduced testing activity. The Restart Staff began Jnd-the clock shift coverage at 7:00 a.m. on June 26, 1989. Additional personnel from NRC Region I, NRR and an NRC contractor wer9 onsite during the report period to augment the resident l inspection staff.

An NRC-develop'ed inspection plan addressing the 5-25% and the 25-50%

plateaus, as well as the primary functional areas of operations, mainten- i ance, surveillance, and startup testing continued to be implemented. The inspectors assessed operator performance, herence to procedures and Technical Specification compliance. organizational in The Pilgrim Restart Staff continued to evaluate the performance of licen-see personnel and the plant to determine whether the licensee should be permitted to proceed to the next NRC approval point, 75% of rated power.
