PILGRIM RESTART ASSESSMENT PANEL MEETING MINUTES On August 11 1988, the Pilgrim Restart Assessment Panel met by teleconference to discuss the status of NRC and licensee activities associated with the pro-posed plant restart. The following personnel were in attendance: Chairman: Samael J. Collins, Deputy Director, Division of Reactor Projects (ORP) Members: James T. Wiggins, Chief, Reactor Projects Branch No. 3, ORP Jacque P. Du. r, Chief. Engineering Branch, Division of Reactor Safety (DRS) William J. Lazarus, Emergency Preparedness Section, Division of Radiation Safety and Safeguards (ORSS) Others: Clay C. Warren, Senior Resident Inspector The panel discussed the issues from the last meeting, as well as the overall integration of NRC inspection and review activities. As a result of the meet-ing, the below listed actions with responsibility were agreed upon by the Panel. A panel meeting will be held at the Sheraton in Plymouth, August 25, 1988, at 2:00 p.m. Panci members are encouraged to be present since a phone bridge may not be available for this meeting. PILGRIM STATUS REPORT FOR THE PERIOD JULY 30-AUGUST 12, 1938 Enclosed is the Pilgrim bi-weekly status recort from the NRC Resident Office at Pilgrim. Three resident inspectors monitored activities at the plant curing the report period. On August 8, 1988, the NRC began the Integrated Assessment Tecm Insoection (IATI) at tne Pilgrim Station. Onsite inspection will continue through August 19, 1988. The NRC has tentatively scheduled a management meeting on August 25, 1933, in Plymouth, Massachusetts, to discuss the 1937 Systematic Assessment of Licensee Performance (SALP) report, which was issued on July 27, 1983, and assesses licensee performance for the period February 1,1987 to May IS,1983.
- Also, on August 26, 1988, NRC Advisory Committe.e en Reactor Safeguards will conduct a publicly held Subcommittee Meeting on Pilgrim Restart at the Plymouth Memorial Hall in Plymouth, Massachusetts.

- 1. 0 Plant Status
) As of 8:00 a.m., on August 12, 1988, the reactor was in cold shutdown mode I j with moderator temperature about 94 degrees Fahrenheit. l l l 2.0 Facility Ocerations Summary The plant has been shutdewn for maintenance and to make program improvements since April 12, 1986. The reactor core was completely defueled on February i 13, 1987 to facilitate extensive maintenance and modification of plant equfp-1 ment. The licensee completed fuel reload on October 14, 1987. Reinsta11ation of the reactor vessel internal components and the vessel head was followed i by completion of the reactor vessel hydrostatic test. The primary containment j integrated leak rate test was also completed during the week of December 21, 1987. During this period, the licensee performed routine maintenance and surveillance tests. 3.0 Items of Soecial Interest I, NRC Integrated Assessment Team Inscection (IATI) I
- t On August 8, 1988, the NRC began the IATI at the Pilgrim Station.
The purpose of this inspection is to perform an in-depth assessment of the licensee's readiness for restart. Onsite inspection will continue through August 19, 1988. Development of an NRC staff recom.mendation to the Commission relative a l to restart will be based in part, on the recent SALP and IATI results. The thirteen member team consists of a senior manager, inspection team leader, i five shift inspectors and several specialist inscectors from both Region I i l and the Offico of Nuclear Reactor Regulation. 3 Two representatives from the Commonwealth of Massachusetts are on the team as observers throughout the inspection. Scheduled SALP Management Meetino The NRC has scheduled a SALP management meeting for 10:00 a.m. on August 25, 1988, at Sheraton Plymouth at Village Landing in Plymouth, Massachusetts, to discuss the report with licensee senior management. The SALP report for Pilgrim covering the period of February 1,1987 through May 15, 1988 was issued on July 28, 1988. The meeting will be open for public observation. A copy of the Meeting Notice is attached. Scheduled ACRS Subcommittee Meeting A subcor..mittee of the Nuclear Regula* ry Commission's Advisory Committee on Reactor Safeguards (ACRS) will ho:d a technical meeting on August 26 in Plymouth, Massachusetts, to discuss the proposed restart )f the Pilgrim Nuclear Power Plant in Massachusetts. The meeting, which is open to the public, will begin at 8 a.m. at the Memorial Hall, 83 Court Street. Representatives of the NRC staff, and of the Boston Edison Cor.pany (BECo). It is also anticipated that members of the public will be permitted to address the Sub-Committee after the NRC staff and BEco sessions conclude, which is currently projected for about 2:30 p.m. The ACRS is a statutory Committee established to advise the Commission on the safety aspects of proposed and existing nuclear facilities and the adequacy of proposed reactor safety standards, and to perform such other duties as the Commission may request. 4.0 Emercency Notification System (ENS) Reoort On August 2, 1988, a small fire occurred inside the protected area. Repairs to the permanent sodium hypw.orite storage tank located in the intake structure were ongoing. As ldet of these repairs, several bolts were being removed using a torch. At 3:25 p.m., the assigned fire watch observed smoke escaping from beneath fire retardant cloth which had bien installed to support the job. The room was evacuated, the fire brigade assembled, and the fire was extinguished a brief time later. In accordance with the licensee pro-cedures, the Plymouth Fire Department was notified. Two fire trucks arrived cnsite at about 3:50 p.m. af ter the fire had been declared out. The fire occurred in a building outside the radiologicnlly controlled area of the piant. Consequently, there were no radiation or radioactive contamination ha:neds involved. The licensee notified the NRC via ENS of the incident at 5:30 p.m. (more)

The results of these inspector activities will be documented in the NRC Inspection Report 50-293/88-27.
