The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff in Atlanta, Georgia on this date.

CRYSTAL RIVER 3 RESTART CONCURRENCE On January 30, 1998, the Region II Administrator informed florida Power Corporation (FPC) that NRC was satisfied with the completion et FPC's actions specified in a Confirmatory Action Letter (CAL) dated March 4, 1997, and concurred that Crystal River 3 could operate in accordance with their license. The licensee's power ascension plan includes a startup and testing period with two assessment points (approximately 50 and 90 percent power). The Unit is currently in Mode 3 with Reactor Coolant System at normal operating temperature and pressure.

Thn NRC Resident Inspectors will monitor and assess the startup and steady-state operation. A separate Operation 1 Safety Inspectior,. Team Switl assist the Resident Inspectors in monitoring startup.

The State of Florida has been notified, and the licensee plans to issue a press release.
