March 7, 1978 PRELIMINARY NOTIFICATION OF EVE F OR UNUSUAL OCCURRENCE -- PNO-78 42

V 1his preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY: Florida Power Corporation Crystal River, Unit No. 3 Docket No. 50-302 Citrus County, Florida

SUBJECT:

UNPLANNED RELEASE OF RADI0 ACTIVE MATERIAL On March 5, during shutdown, 128 curies of noble gas, mostly xenon-133, were inadvertently released from the waste gas system to the auxiliary building and subsequently discharged in a controlled manner to the environment via the auxiliary building ventilation exhaust. This release was 5% of the licensee's most restrictive instantaneous release limit.

The release was caused by improper positioning of valves in the waste gas system. No injuries or personnel contamination occurred. - -

Region II (Atlanta) received notification of this occurrence by telephone from the licensee at 10:00 a.m. on March 6,1978. The State of Florida
