ALERT DECLARED WHEN STARTUP TRANSFORMER WAS SHORTED OUT BY TWO CONTRACT WORKERS IN SWITCHYARD; WORKERS SENT T0.H0 SPITAL FOR BURNS' )

-On October 16, the Unit was down for refueling when contract workers accidently shorted out l the Unit 3 startup transformer at 9:30 p.m. .(EDT). The Unit' sustained a loss of offsite' )

power, resulting in the declaration of an Alert. 1 Two contract workers were taken to hospitals with burns which were caused by arcing of the )

shorted transformer. One suffered 2nd and 3rd degree burns over 45 percent of his body. l The other sustained 2nd and 3rd degree burns over 15 percent of his body. The individu6 j suffering 45 percent burns was removed from the critical-list on October 18 and is reported l l

to have a 60 percent chance of survival.- The worker with 15 percent burns is listed as l l stable and in good condition. I l

All necessary plant systems functioned as required, and the licensee carried out required i actions. 1 1 .

l Region 11 manned the Incident Response Center in' Atlanta , and the NRC resident inspector. {
