SUBJECT:
CORE FLUX TILT FOLLOWING REFUELING During startup of Unit 3 on September 19, following an extended outage for core repair, a radial flux tilt was observed by incore instrumentation.
Preliminary core power distribution measurements indicated a ten percent l
tilt at forty percent power, a reduction from the twelve percent tilt observed at eighteen percent power.
Preliminary core power distribution measurements irdicate the possibility of an unlatched control rod being gn=
l the cause.
Special testing is in progress. The facility is presently

A operating at forty percent power. The Technical Specification will l
E, al'.cd operation up to 60% power at the present configuration.
-8 Media interest i s not expected. A press release is not planned by the licensee or NRC. The State of Florida has been notified.
l Region II (Atlanta) received notification of this occurrence by telephone from the licensee at 4:45 p.m. on September 19. This information is current as of 11:30 a.m. on September 20.
