The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region 11 staff on this date.

Subject:

LOSS OF DECAY HEAT PUMP (RWP-2B) AND SULSEQUENT REACTOR TRIP On August 24, 1989 at 10:00 p.m. (EDT), FPC initiated a 2.5 per cent per hour reduction in power over the next 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for a reactor shutdown at Crystal River as required per TS 3.7.4.1. This power reductica and shutdown was due to an unsatisfactory discharge pressure condition while performing Surveillance on the Emergency Cooling Water Pump (RWP-28). This pump supplies cooling water from the ocean water intake canal to the Nuclear Closed Cycle Cooling Water System heat exchangers.

FPC declared an Unusual Event, due to an unplanned shutdown, at 5:21 a.m. on August 26, 1989, at which time the plant Operators opened the plant output breakers to trip the main turbine in accordance to plant operating procedures.

The plant was at approximately 18 % power.

FPC terminated the Unusual Event at 4:30 p.m., August 27, 1989, when the plant entered mode 5 (cold shutdown). RWP-2B pump is being worked on to find the cause of the low pressure condition. As of 5:00 a.m. , August '28, 1989, the licensee and the pump vendor (Bingham), examined the disassembled pump and no abnormalities were found. The pump is currently being reassembled.

The licensee issued a press release on the above event. Licensee has informed the State of Florida and ccunties.

The NRC received initial notification of this event by telephone from the licensee to the Headquarters Incident Response Center at 22:40 (EDT) on August 24, 1989 and 06:00 on August 26, 1989.
