Dear Mr. Sharkey:

The enclosed June 22,1995, letter explained how the NRC staff planned to institute a round l robin sample exchange program administered by the New Brunswick Laboratory (NBL) for i verifying the quality of licensee urainum destructive measurement systems. It was anticipated

that the fee recoverable activities of both NBL and NRC would be reduced leading to lower l inspection costs and independent sample verification costs to the participants in the program, j l Because the program has in fact lowered direct inspection costs and independent sample '

) verification costs, the NRC plans to continue the program in its present form. j We apologize for not billing in a timely manner, Enclosed is invoice No. FLO232-99 ($16,558) which covers costs since the inception of the program through the first quarter of FY 1999.
