SUBJECT:

EVALUATION OF JUSTIFICATION FOR CONTINUED OPERATION, LIMITORQUE VALVE OPERATORS, OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 Duke Power Company, by letter dated June 6, 1986, informed the NRC of the use of a non-qualified lubricant in containment motor-operated valves (M0V) at Oconee Nuclear Station. A Justification for Continued Operation (JCO) was attached to the June 6, 1986, letter.

NRC has reviewed the JC0 and concludes that the two types of grease used in the Limitorque valve operators at Oconee are compatible and their mixture will with-stand the post-accident-environment to which it could be exposed without rapid degradation. While we concur that changing the grease in the M0V operators to the qualified type, recommended by the valve manufacturer, is required for final compliance with equipment qualification requirements, we believe plant safety has been demonstrated in the interim such that change out can be safely accomplished during each unit's scheduled refueling outages. In addition however, we concur with the licensee's consultant that periodic inspection of the lubricant in the valve operator gear cases should be performed in the interim to verify its adequacy.
