Docket No. 50-243, License No. R-106 Subjet: Proposal submitted in response to the Commission's regulations requiring conversion of the OSTR from high enriched uranium (HEU) fuel to low enriched uranium (LEU) fuel.

Gentlemen:

In accordance with the Commission's regulation contained in 1.0 CFR 50.64(c)(2)(ii) and with reference to the attached letter from the U.S. Department of Energy, the Oregon State University Radiation Center hereby states that Federal Government funding for conversion of the OSTR from HEU to LEU cannot be certified and therefore no further action towards conversion will be taken at this time.
