The memorendum specsficeny requested the sesfr to address the fWowmo two conmems:

1, to the licensee's process or ordy emoting the sum shunt trip foeture or the reecaer trip trypese broeiere prior to piecing them in servios, noneistent wth the Trip Assuotion Devios operational Test (TADoi) requirement of the plant Technhwl Spanuicaticm l (TS) Surveillance Requirement (BR) 3.3.1.47

TADOT of en RTB is required on a 31. day staggered test basis and TADOT for the associated bypese trosher is required prior to placing it in servlos. Each circuit le e parallel combination of one closed l contact of the RTB esti owitch and one closed contact of the R1D audiary owheh in series with a simEar contact combination of the sesociated bypees treekst. As such,the P4 signol le only generated when either the nell or the audiary switch contacts of both the RT5 and the sesociated trypees breaker are cloeod. It le. therefore, not poselbie to esperately test the P4 eignal contribution by the RTE and the associated bypese breakers.
