Harold May 2, 1997 With regards to the AFW system, the staff has already made a deterutnation based on the above discussion and the typical PWR AFW systes design of when aanval versus automatte operattsn is permissible. The staff recognizes that this system may be used during startup of the plant, normal shutdown, and hot standby conditions and that it is controlled and operated during these conditions in the manual mode of speration. In such situations, the AFW system is considered OPEAA8LE with regards to the LCO and the TS definition of OPERA 8LE/0PERA81LITY.

Consolidated Edison is proposing a generic change to the STS (NUREG-1431) based on this TS interpretation. This change will be subeltted through the approved industry STS chan9e process. Upon receipt of the approved industry TS change request TSB will review the proposed change.
