TASK INTERFACE AGREEMENT (TIA) - NORTH ANNA FACILITY -

FAILURE TO TEST CONTAINMENT PURGE BLOWERS (TIA g3-015)

In the subject TIA you requested that we review an issue concerning purtle blower surveillance at North Anna so that a violation issued by Region .I and denied by the licensee,could be resolved. We have completed our review and consider that the licehsee was in violation of the Technical Specifications (TS). However, the licensee may be able to justify changing the TS.

You requested that we determine the following: .

Are the purge blowers in TS 4.6.4.2.a required to be surveillance-tested separately from the hydrogen recombiners?

I We have concluded that, as you had previously determined. North Anna TS 4.6.4.2.a does require that the purge blowers be surveillance-tested separately from the hydrogen recombiners. The TS in question clearly states "and each purge blower operates for 15 minutes."

l You also requested that we determine the following:

, Does the TS need to be clarified? If so, please provide the required clarification.

l From a compliance view, the TS does not need to be clarified as long as the licensee is performing the surveillance as specified in TS 4.6.4.2.a as you have interpreted. However, the licensee may be able to justify a change to the TS to delete the portion of the surveillance in question. In addition, they may be able to justify a change to the TS that would allow operation with two hydrogen recombiners inoperable as stated in the Westinghouse Standard l
