RCS OPERATIONAL LEAKAGE LIMIT During the course of discussions on RCS operational leakage limits for the new Standard Technical Specifications (STS), the owners Groups noted that the majority of BWRs and the current STS have a limit of 2 gpm increase in UNIDENTIFIED LEAKAGE within a 4-hour period, rather than the 2 gpm increase within a 24-hour period required by Generic Letter 88-01. The Owners Groups also indicated that the BWR Owners have requested that the technical staff reconsider the limit in GL 88-01. As a result, the Owners Groups requested that OTSB's position on the limit in the new STS be held in abeyance until the reconsideration is finalized.

Inasmuch as the Technical Specification Improvement Program is a voluntary effort, it is impractical for OTSB to impose a more stringent requirement than that reflected in the existing licenses. Accordingly, we have retained the 1 requirement in the existing STS (2 gpm within a 4-hour period) with the  !

understanding that, upon generic resolution of this issue, the generic l requirement would be incorporated into the new STS. Further, we have included this limit in brackets; as such, it is designated as an item to be reviewed on a plant-specific basis during the conversions to the new STS.  ;

A proof and review version of the new STS is scheduled to be issued in June 1992. In the event that the generic requirements in GL 88-01 are resolved before that time, we will incorporate any necessary changes into that version of the new STS.
