On July it, 1994 the resident inspectors at the Browns ferry Iteclear plant (BfN) sent me, vIt telephone facsistle machine, a copy of a probles evaluation report (MR?. This MR [aclosure 1) documents an issue regarding l Interpretat ion of Ilote 1(of BfR techalcal specificatten (15) Table 3.2.F.  ;

The MR documents an issue where Tennessee Va11ey Authority (TVA) personnel reall ed that certain insicattens in Table 3.t.f only reference a single instrument. The affected arameters are suppression chamber air temperature, with a single indicatten b lastrument numtwr 1R 64 St. and containment ank 'A' and 'B' level, instrument numbers t! 84-!A atmosphere and LI 8413A,dilutten (CAD)ly. The requirements of plate 1 are lllogical for respective these items, since there is only a single lastrument capable of providing the required ladicatten.

TVA's resolution of the Mt uted that this inconsistency would be resolved when the leproved standard technical specifications (1515) are laplemented at j SIN in ald 1M F. IVA chose to laterpret the note as being appilcable and to g apply the 30-day allowed outage Line if the sinteus operable channels have been reduced by one. On July it, Carl Schulten of Dist contacted me to discuss LSe 1 ve. In our discussten, we agreed that TVA's conclusten was appropriate for the CAD tank 310008 71 7 980624 g

A Docket File Instrumentatten. The 30-day allowed outage time is consistent with the actlens required if a CAD tank is inoperable (15 3.7.G.3).

For the suppression chamber air temperature lastrument, we observed that 4 Note 2 to Table 3.t.F applies to this parameter. This note states:

From and after the date that one of these parameters is not indicated in the control rees, continued operation is permissible during the succeeding seven days unless such lastrumentation is sooner made OPERA 8Lt.

If the suppressten chamber air temperature indication is not available, the latent of mete 2 is not satisfied. For other parameters with multiple indicattens. less of a single lastrument does not result in a situation where ne indicatten recognized by Table 3.2.F is available in the control rees. If the suppressten chamber air temperature indication falls, then there is no control room indication for this parameter uhtch is recognized by Table 3.t.f.

In this case Note 3 to Table 3.2.F would apply. Note 3 states:

If the requirements of notes (1) and (t) cannot be est, and if one of the indicattens cannet be resterd in (6) hours, an orderly shutdoun shall be inillated and l'ae reacter shall be in a COLD 5NUIDOWN COICITION within 24 hove;s.

Thus, Schulten and I conclude that if the suppression chamber air temperature instrument is not avallble, Note 3 applies, and a reactor shutdown will required if the indication cannot be restored.

I subsequently called the SFN Senior Resident Inspector. Len Wert, to discuss this issue, and described to him the conclusions Schulten and I had reached.
