TTA 94-012 - DETERMINATION OF EMERGENCY POWER SUPPLY TEQiNICAL SPECIFICATION REQUIREMENTS AT OCONEE, UNITS 1, 2, AND 3 (TAC NOS. M88279/M88280/M88281)

By memorandum dated March 24, 1994, Region II submitted Task Interface Agreement (TIA)94-012 for staff resolution. The specific issues related to '

whether the proposed implementation of a modification to the Keowee emergency power system required prior NRC approval and whether alignment of both Keowee units to the electrical grid simultaneously was in compliance with the current Oconee TS.

The Electrical Engineering Branch, assisted by the Technical Specifications Branch, has reviewed this issue. A copy of the results of their review is attached. The staff determined that a TS surveillance was required for this modification and therefore required prior NRC approval.

It was also determined that current TS could not be considered to prohibit simultaneous generation to the network grid by the Keowee units. There was no clear l

consenses among the staff that the modification involved an unreviewed safety question, and therefore we cannot conclude that TS 3.7.1.b would prohibit the I

modification to be implemented without prior NRC approval. However, since a TS surveillance was required, the violation of the 10 CFR 50.59 process would still be valid.
