CA V FROM ERNIE BLAKE ON EXPEDITING STAFF REVIEW OF GPC'S RESPONSE TO VOGTLE ENFORCEMENT ACTION On August 16, 1994, I got a call from Ernie Blake representing GPC in the pending Vogtle licensing proceeding.
Mr. Blake expressed a concern about the length of time that is projected for the NRC staff review of GPC's response to the NOV and proposed imposition of Civil Penalty and DFIs for Vogtle.
In an effort to help speed that review, Mr. Blake offered to work with GPC to procure any documents that the staff revie.w team might need to conduct its review and to arrange any meetings with GPC personnel that the review team might find that it needs.
Mr.
Blake also indicated that he might work to obtain " concessions" (not defined) from GPC management if the staff review team believes that would assist in the review.
I responded that GPC itself had added two months to the process by seeking a 60 day extension in the time to respond to the NOV.
In addition, I noted that the GPC response is quite voluminous and detailed, that it deserves a careful and studied review, that such a review takes time, and that the NRC staff is devoting substantial resources to the review in order to complete it in a reasonable time.
I further indicated that I would inform the review team and staff management (and I am doing so by oopies of this note) of Mr. Blake's offer to provide documents, arrange meetings and seek " concessions" from GPC that might assist i.1 the staff's review.
Mr. Blake replied that he stands ready to help in any way that might expedite the NRC staff's review of GPC'r responses.
