In a menorenJun dated April 1, IM7, you roguested that the Technical Specifications Branch (158) supplement its January 16,1997 TIA response canceratag the acceptability of the practice at Duane Arasold of not entering 11alting canditfons for operaties (tCos) to perfem serve 111ances. Based on the meeting that oss held with the licensee se March 20, 1997, as well as on subsequent dinassless between T58 and DRPW, T58 conc 1mdes the following:

1. The Jamsary 16, 1997 response to the TIA contine s to be the branch positten. The Osaae Arnold practice of restinely not entering LCos to perform serveillances, even when the surveillance renders t84 equipment inoperable, is not coaststaat with the intended technical specificatten .

Ensuring that the licensee practices, in both of the areas discussed above, continue to be effectively enforceable th11e the amendment request is being erocessed would appear to be best accomplished by conditioning the buane Arnold license based upon the present plant administrative practices and plant manegement's description of these practices, as described at the meeting on March 20. 199T.
