Ensuring that the licensee practices, in both of the areas discussed above, continue to be effectively enforceable th11e the amendment request is being erocessed would appear to be best accomplished by conditioning the buane Arnold license based upon the present plant administrative practices and plant manegement's description of these practices, as described at the meeting on March 20. 199T.
