Reference:

1. Letter NLS970001 to Document Control Desk (USNRC) from G. R. Horn (NPPD) dated February 10,1997, " Proposed Change to CNS Technical Specifications, Implementation of BWR Thermal Hydraulic Stability Solution, Cooper Nuclear Station, NRC Docket 50-298, DPR-46" By letter dated February 10,1997 (Reference 1), the Nebraska Public Power District (District) I proposed a change to the Cooper Nuclear Station (CNS) Technical Specifications to implement the BWR thermal hydraulic stability solution. The Nuclear Regulatory Commission's (NRC) j Project Manager for CNS, Mr. J. Randall Hall, has requested that the methodology that is referenced in the Technical Specification Bases in the proposed Technical Specification of Reference 1, will also be included in Section 6.5.1 of the Technical Specifications. The reason for the inclusion in Section 6.5.1 is to ensure that any proposed change to the NRC approved

methodology would receive NRC approval prior to its implementation. /

The District agrees with this request and the replacement pages required for this revision are provided in Attachment 1. Since this is an administrative change only, the supporting information provided in Reference 1, including the Significant Hazards Determination, is f(J)/ l unchanged.
