ASSOCIATED CHANGES TO THE NORTH ANNA UFSAR (TAC NO. L22113) i l Virginia Electric and Power Company (Virginia Power) submitted an application for the review and approval of a site-specific license for an independent spent fuel storage installation (ISFSI) at North Anna Power Station on May 9,1995 (Serial No.95-195).

Changes associated with ISFSI operation will be required to the North Anna Updated I l Final Safety Analysis Report (UFSAR). A summary of these changes is discussed in Attachment 1. In addition, sections of the UFSAR that were reviewed for ISFSI i

applicability, but did not require any changes, are also identified in Attachment 1.

The changes identified in Attachment 1 have been approved by the North Anna Power Station Nuclear Safety and Operating Committee, do not constitute an unreviewed safety question, and will be incorporated into the UFSAR on a schedule in accordance l with 10 CFR 50.71(e). ATTACHMENT 1 North Anna UFGAR Review The following sections of the UFSAR will be revised:

, 1. Section 1.2.6 Fuel Handling System - This section will be revised to indicate that

! spent fuel may be placed in storage casks.

l 2. Figure 1.2-1 Site Plan - This figure will be revised to include the ISFSI.

l 3. Figure 2.1-3 Site Boundary and Unrestricted Areas -This figure will be revised to l include the ISFSI.

4. Section 3.8.1.1.6 Decontamination Building (Partially Seismic Class I) - This l section will be revised to include a description of the cask Helium and Vacuum Drying System and work platform.
5. Section 9.1 Fuel Handling and Storage - This section will be revised to; 1) indicate that spent fuel may be placed in storage casks, 2) delete a section discussing l lifting of casks that have been prepared for shipping, and 3) add a section j discussing cask handling equipment and the loading and unloading of casks. j

6. Section 9.5 Other Auxiliary Systems - This section will be revised to include l

! descriptions of the cask Helium and Vacuum Drying System and work platform. )i

7. Appendix 9B Fuel Pool Separating Wall Design - This section will be revised to; 1) l add a paragraph indicating that a safety evaluation for loading and unloading of l the TN-32 storage bask concludes that the existing analyses are bounding for the TN-32 cask, 2) delete the statement that a technical specification will govern orientation of the crane hook during cask handling, and 3) require this orientation in cask loading and unloading procedures.
8. Appendix 15A Spent-Fuel Shipping-Cask Drop Analysis - This section will be revised to; 1) add a paragraph indicating that a safety evaluation for loading and  !

unloading of the TN-32 storage cask concludes that the existing analyses in Appendix 15A are bounding for the TN-32 cask, 2) delete the statement that a technical specification will govern cask lift heights, 3) add the lift height restrictions ,

for the TN-32 cask,4) require the use of the cask loading area gate in addition to the lift height restrictions,5) include placing restrictions in handling procedures,6) include dose estimates for the TN-32 cask, and 7) compare cask drop accident dose estimates with fuel handling accident dose estimates.
