Virginia Electric and Power Company submitted an application for the review and approval of a site-specific license for an Independent Spent Fuel Storage Installation (ISFSI) at North Anna Power Station on May 9,1995 (Serial No.95-195). The NRC submitted a Request for Additional Information to Virginia Power on May 18, 1998.

SPENT FUEL DRY CASK STORAGE l
Description The purpose of the Spent Fuel Dry Cask Storage Special Qualification Package is to establish the qualification requirements of personnel assigned to perform Spent Fuel Dry Cask Storage duties such as; Cask Crane Operation, Transporting, Packaging, Testing, and loading of nuclear fuel associated with Spent Fuel Dry Cask Storage. Since most ;
operations shift personnel typically do not perform these activities, only those trainees assigned by Operations Management to perform Spent Fuel Dry Cask Storage duties are required to complete this qualification package.
The Spent Fuel Dry Cask Storage Special Qualification Package consist of the following training components:

. Tne Qualification Method It is assumed, but not required, that the trainee will complete all training requirements of this qualification package during the initial Spent Fuel Dry Cask Storage process in which he/she participates.
The Trainee must complete the entire package prior to performing any task independently.
Based on a review of both Surry's and North Anna's Spent Fuel Dry Cask Training Programs, Operation Personnel who have completed either sites' " Spent Fuel Dry Cask Storage" training program are qualified to perform Spent Fuel Dry Cask Storage tasks at North Anna.
i Training Requirements l
Normal Trainine Process Training on the Spent Fuel Dry Cask Storage is completed after completion of the Fuel Handling Program.
l The knowledge associated with the Spent Fuel Dry Cask Storage system is trained by completion of the associated Qualification Card or a classroom training session provided by the Supervisor-Operations Support or Designee.
The knowledge is evaluated using a Written Exam based on the objectives in the qualification card.

Soecial Trainine Requirements Only those operators who have completed the Fuel Handling Program will be assigned to perform duties associated with Spent Fuel Dry Cask Storage.
JPM - Training The training phase on Spent Fuel Dry Cask Storage tasks using the Spent Fuel Dry Cask Storage JPMs can be completed at any time.
Training on each Spent Fuel Dry Cask Storage JPM is to be performed by an individual qualified in Spent Fuel Dry Cask Storage.
The JPM training should be conducted in a manner consistent with Virginia Power's on-the-job training guidelines.
As the training for each JPM is completed, the trainer must sign the applicable section of the trainee's PWER.
Task Evaluation All Spent Fuel Dry Cask Storage trainees are required to complete the applicable JPM contained in the Spent Fuel Dry Cask Storage Special Qualification Package before independently performing a task.

Prerequisites Prior to being evaluated on any Spent Fuel Dry Cask Storage JPM, the trainee must meet the following training prerequisites:
The trainee has completed the Fuel Handling Program i The trainee has completed the approved Crane and Hoist Training Course, which covered all areas of crane operation and inspection as required by VPAP-0810.
The exam required by VPAP-0810 (Crane Operator) may be incorporated into the Spent Fuel Dry Cask Storage exam if not previously completed.
Prior to completion of qualifications individual must pass a medical exam required as per VPAP-0810 (Crane Operator).
JPM - Evaluation Prior to JPM evaluation the trainee must have completed the knowledge checkout portion of the Spent Fuel Dry Cask Storage qualification card or a classroom training session.
If a classroom training session was used then a written exam must be completed with a grade of at least 70% prior to being evaluated on a JPM. If a knowledge checkout is used l 1
then the completion of the written exam will be required prior to qualification completion. ,

Suoervisor-Ooerations Suo_oort Operations Management must approve the trainee's qualification to perform the all tasks independently.
The Supervisor-Operations Support (or his designee) must sign the applicable section of the trainee's PWER, when the evaluation is completed.
The Supervisor-Operations Support will maintain possession of the PWERs for "all trainees" assigned to the Soent Fuel Dry Cask Handline Team until the trainee has completed "all" of the JPMs in the Soent Fuel Dry Cask Handline Qualification I
1 Packane. l Upon completion of the Package Trainee Trainees are responsible for maintaining their Spent Fuel Dry Cask Storage Qualification Package up-to-date at all times.
s When all requirements contained in the Spent Fuel Dry Cask Storage Qualification i l Package are complete, the trainee will inform the Supervisor-Operations Support.

Supervisor-Operations Suoport When all requirements of the trainee's Spent Fuel Dry Cask Storage Special Qualification Package are complete, the Supervisor-Operations Support will:
Review the trainee's PWER for completeness Forward the trainee's completed PWER to the Superintendent of Operations for approval Superintendent - Ooerations The Superintendent of Operations or his designee will then:
Review the trainee's PWER for completeness Sign the trainee's completed PWER Add the trainee's name to the list of qualified Spent Fuel Dry Cask Storage handlers Update the Virginia Power Personnel Qualification System (VPPQS)

Nuclear Trainine Administrative Staff The Nuclear Training Administrative Staff will verify the trainee's qualification status on the VPPQS is updated and verify that the following documents are filed in the Training Center Vault upon completion.
Trainee's written exam Trainee's completed Spent Fuel Dry Cask Storage Special Qualification Package PWER Completion of the Spent Fuel Dry Cask Storage Qualification Package certifies that the trainee is Spent Fuel Dry Cask Storage qualified and may NOW be assigned to perform Spent Fuel Dry i Cask Storage tasks independently. !
