- APPLICATION FOR THE NORTH ANNA INDEPENDENT SPENT FUEL STORAGE INSTALLATION (TAC NO. L22113)

Dear Mr. O'Hanlon:

By letter dated May 9,1995, you submitted an application to the Nuclear Regulatory Commission in accordance witn 10 CFR Part 72 for the review and approval of a site-specific license for hn independent spent fuel storage installation (ISFSI) at the North Anna Nuclear Powor Station site.

The staff has determined that additional information is required to determine compliance with 10 CFR Part 72. The attached RAI addresses se fuel assemblies to be stored in the North Anna ISFSI. You should note that as the staff review continues, it is likely that additional information will be needed to complete the review.

You are requested to respond in a time frame that is consistent with your proposed licensing and loading schedule and yet which allows the staff ample time to complete its review. Please

E BACKGROUND Virginia Power proposes to use the TN-32 as its storage cask at the North Anna ISFSI. The design basis fuel assembliss described in the TN 32 Topical Safety Analysis Report (TSAR) are

' the Westinghouse 15x15 and the V'estinghouse 17x17 OFAc-From staff review of Table 3.1 1 of the North Anna ISFSI SAR, it appears that Virginia Power .

  • uses the Westinghouse 17x17 Standard, rather than the 17x17 OFA, as its design basis assembly for shielding in Chapter 7 and for the accident analysis in Chapter 8 of the North Anna ISFSI SAR.

For issues associated with criticality, Virginia Power references the TN-32 TSAR. However, Jj neit.or the North Anna ISFSI SAR nor the TN-32 TSAR clearly demonstrates that the 17x17 Standard assembly is bounded by the 17x17 OFA assembly for criticality concems.

Virginia Power proposed Technical Specification 3.1.1(4) to ensure that fuel assemblies meet the design limits for the selected storage cask by specifying limits for certain fuel assem'dy parameters. Because the limited number of parameters proposed by Vi.rginia Power do not fully capture the fuel assembly design and operating history, the staff considers the proposed

' technical specification (TS) inadequate to ensure that the assemblies loaded by Virginia Power are bounded by the design fuel assemblies listed above.

REQUEST:

1. Provide a list of all fuel assembly types currently stored in the North Anna spent fuel pool i which Virginia Power may load in a TN-32. (e g., Westinghouse 17x17 Standard, Westinghouse 17x17 Vantage 5, Westinghouse 17x17 OFA, etc.).
2. Demonstrate th9t the analyses (and design basis fuel assemblies) Virginia Power relies  :

on in the TN 32 TSAR are bounding for the North Anna specific fuel types.

3. Provide a proposed TS that establishes clearer, more comprehensive criteria for

- determining what fuel assemblies may be loaded into the TN 32. For example, such a LTS could consist, in part, of a more comprehensive list of fuel assembly characteristic parameters, such as is found in Table 3.1-1 of the North Anna ISFSI SAR. Alternatively, the TS could list all of the fuel assembly types that North Anna has analyzed as being acceptable for the TN-32, along with appropriate limits on parameters such as enrichment, bumup, decay time, etc. '
