~ NOTICE OF VIOLATION I STP Nuclear Operating Company Docket Nos.: 50-408,50-499

> South Texas Project Electric Generating Station.- License Nos: NPF-76,~ NPF-80

, . During an NRC inspection conducted on January 4 through February 14,1998, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violations are listed below:

License Condition 2.E, " Fire Protection," states: "STPNOC shall implement and maintain in effect all provisions of the approved fire protection program. This requirement is implemented in part by Plant General Procedure OPGP03-ZF-0018, Revision 7. " Fire Protection System Operability Requirements," Section 4.6 of this procedure states:

"The FIRE HOSE STATIONS listed in Addendum 3 SHALL be operable whenever equipment in the area to be protected is required to be operable by the Technical Specifications."

l Contrary to the above, from July 31 through September 14,1997, five fire hose stations listed in i Addendum 3 of Procedure OPGP03-ZF-0018 were not operable when the equipment in the area to i be protected was required to be operable by the Technical Specifications, in that, Valve FP-0949, J the header isolation valve supplying these fire hose stations was closed, isolating the supply of water to the hose stations located inside the Unit i reactor containment building while the reactor was in Mode 1.

This is a Severity Level IV violation (Supplement 1) (498/98003-01).  !

30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation,'or, if contested, the basis for disputing the violation or severity level, '

(2) the corrective steps that have been taken and the results achieved, (3) the corrective steps  !

that will be taken to avoid further violations, and (4) the date when full compliance will be . -!
