' SUBJECT: NRC INSPECTION REPORT 50-498/98-03; 50-499/98-03 AND
Dear Mr. Cottle:
From January 4 through February 14,1998, an inspection was conducted at your South Texas
Project Electric Generating Station, Units 1 and 2 reacter facilities. The enclosed report presents
L the scope and results of that inspection.
During the 6-week period covered by this inspection, your conduct of activities at the South
Texas facilities was generally characterized by safety-conscious operations, sound engineering
and maintenance practices, and careful radiological work controls. One violation was identified -
when operators incorrectly released an equipment clearance order and failed to reopen a fire
protection system valve.

The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described in detailin the enclosed report. Please note that you are
.
. required to respond to this letter and should follow the instructions specified in the enclosed .
Notice when preparing your response. The NRC will use your response, in part, to determine
Lwhether further enforcement action is necessary to ensure compliance with regulatory
requirements.
In accordance with 10 CFR 2.790 of the NRC's Rules of Practice, a copy of this letter, its
enclosures, and your response will be placed in the NRC Public Document Room (PER).
